BACKGROUNDDuringtheconversiontoimprovedstandardtechnicalspecifications(ITS)forGinnaStation,RGBproposedtorelocatetheLTOPandRCSP/TlimitstothePTLR(Ref.1).AssociatedwiththischangewastheadditionofareferencetotheAdministrativeControlssectionoftechnicalspecificationsrelatedtothePTLRdocumentingthemethodologyusedforallchangestotheselimits.However,theproposedmethodologywouldbe"new"withrespecttodeterminationofboththeLTOPandRCS'P/Tlimits.Duetotimeconstraints,RG&EinformedtheNRCthatuseofthisnewmethodologywouldbeburdensomeandinstead,.RGBwishedtoretaintheexistingvalues.TheNRCagreedwiththisconcernandallowedtheexistinglimitstoberelocatedtothePTLRbutrequiredchangestotheselimitstobereviewedandapprovedbytheNRCasdocumentedinReference2.SubsequenttotheconversiontoITS,theNRCcompleteditsreviewofthelatestreactorvesselcapsuledataandtheassociatedimpactonthepressurizedthermalshockevaluationforGinnaStation(Ref.3).IncorporationofthisinformationintothePTLRrequiredareassessmentoftheP/TcurvesandLTOPsetpointsthatareincludedinthePTLR.However,thefluencefactormethodologyusedfortheGinnaStationPTSevaluationwasanearlierversionthanthatrequiredbyWCAP-14040(Ref.4)whichwastobethebasisfortheP/Tmethodology.Sinceanupdateoftheassociateddocumentscouldnotbecompletedinthetimeframerequiredtosupportstart-upfromthe1996refuelingoutage,theNRCapprovedaPTLRforuseatGinnaStationuntilDecember31,1996usinganestimatedfluencefactorvalue(Ref.5).ThepurposeofthisLARistocompleteimplementationofGenericLetter96-03forGinnaStationandtorespondtotheDecember31,1996timelimitontheexistingPTLR.GenericLetter96-03requiresthatlicenseesreferencetheP/TandLTOPmethodologiesinthetechnicalspecificationsandprovideaproposedPTLRusingthemethodologyforNRCreview.WCAP-14040(Ref.4)hasbeengenericallyapprovedforusebytheNRCforP/Tlimits.TheLTOPmethodologyforGinnaStation(Ref.1)hasbeen"previouslyreviewedbytheNRCandfoundtobeacceptable(Ref.5).Therefore,thisLARprovidesaproposedPTLR(andsupportingdocumentationasprovidedinWCAP-14684)andincludesareferencetoWCAP-14040andReference1intheAdministrativeControlsasthebasisforthemethodology.ItshouldbenotedthateventhoughthetechnicalspecificationsdonotrequirereactorvesselmaterialinformationtobelocatedwithinthePTLR,thisinformationisprovidedconsistentwithGenericLetter96-03.ThisincludesarevisedRTFisvaluebasedontheattachedWCAP-14684.TherevisedRT~valuealsoincludeschangesmadeasaresultofadditionalsurveillancecapsulechemistryanalyses.

ThissectionprovidesthejustificationforallchangesdescribedinSectionAaboveandshowninAttachmentII.Thejustificationsareorganizedbasedonwhetherthechangeis:morerestrictive(M),lessrestrictive(L),administrative(A),ortherequirementisrelocated(R).Thejustificationslistedbelowarealsoreferencedin.thetechnicalspecification(s)whichareaffected(seeAttachmentIl).ItisnotedthatthereareonlyadministrativechangesassociatedwiththisLAR.C.1miniriAdministrativeControlsSection5.6.6.cisrevisedtoreplacereferencetotheMay23,1996submittalwithanewreferencethatapprovesthePTLRincludedasAttachmentIVtothissubmittal.Inaddition,thereferencesforPTLRmethodologyareupdated.ThesechangesareadministrativeinnaturesincetheRCSP/TlimitsandLTOPlimitswerepreviouslyrelocatedfromtechnicalspecificationstothePTLR.TheonlychangebeingrequestedistoupdatethePTLRconsistentwithgenericallyapprovedWCAP-14040andtoreflecthenewmethodologybeingusedintheAdministrativeControlssection.2.AtypographicalerrorinAdministrativeControlsSection5.6.6.discorrectedtoprovideconsistencywithNUREG-1431.Therearenotanymorerestrictive(M),lessrestrictive(L),orrelocated(R)changesassociatedwiththisLAR.D.SIGNIFICANTHAZARDSCONSIDERATIONEVALUATIONTheproposedchangestotheGinnaStationTechnicalSpecificationsasidentifiedinSectionAandjustifiedinSectionChavebeenevaluatedwithrespectto10CFR50.92(c)andshowntonotinvolveasignificanthazardsconsiderationasdescribedbelow.ThissectionisorganizedbasedonSectionCabove.

DlEvlinfAminirivehneTheadministrativechangesdiscussedinSectionC.ldonotinvolveasignificanthazardsconsiderationasdiscussedbelow:OperationofGinnaStationinaccordancewiththeproposedchangesdoesnotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated.TheproposedchangesonlyrevisethereferencetothePTLRintheAdministrativeControlssectionoftechnicalspecificationsandcorrectatypographicalerror.ThechangescompleteimplementationofGenericLetter96-03byreferencingNRCapprovedmethodologywithintheAdministrativeControls.Assuch,thesechangesareadministrativeinnatureanddonotimpactinitiatorsoranalyzedeventsorassumedmitigationofaccidentortransientevents.Therefore,thesechangesdonotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyanalyzed.OperationofGinnaStationinaccordancewiththeproposedchangesdoesnotcreatethepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated.Theproposedchangesdonotinvolveaphysicalalterationoftheplant(i.e.,nonewordifferenttypeofequipmentwillbeinstalled)orchangesinthemethodsgoverningnormalplantoperation.Theproposedchangeswillnotimposeanynewordifferentrequirements.Thus,thischangedoesnotcreatethepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated.OperationofGinnaStationinaccordancewiththeproposedchangesdoesnotinvolveasignificantreductioninamarginofsafety.TheproposedchangeswillnotreduceamarginofplantsafetybecausethechangeshavebeenshowntoensurethattheP/TandLTOPlimitsintherevisedPTLRcontinuetomeetallnecessaryrequirementsforreactorvesselintegrity.Thesechangesareadministrativeinnature.Assuch,noquestionofsafetyisinvolved,andthechangedoesnotinvolveasignificantreductioninamarginofsafety.Basedupontheaboveinformation,ithasbeendeterminedthattheproposedadministrativechangestotheGinnaStationTechnicalSpecificationsdonotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated,doesnotcreatethepossibilityofanewordifferentkindofaccidentpreviouslyevaluated,anddoesnotinvolveasignificantreductioninamarginof.safety.Therefore,itisconcludedthattheproposedchangesmeettherequirementsof10CFR50.92(c)anddonotinvolveasignificanthazardsconsideration.

E.ENVIRONMENTALCONSIDERATIONRG&;Ehasevaluatedtheproposedchangesanddeterminedthat:ThechangesdonotinvolveasignificanthazardsconsiderationasdocumentedinSectionDabove;2.Thechangesdonotinvolveasignificantchangeinthetypesorsignificantincreaseintheamountsofanyeffluentsthatmaybereleasedoffsitesincenospecificationsrelatedtooffsitereleasesareaffected;and3.Thechangesdonotinvolveasignificantincreaseinindividualorcumulativeoccupationalradiationexposuresincenonewordifferenttypeof,equipmentarerequiredtobeinstalledasaresultofthisLAR.Accordingly,theproposedchangesmeettheeligibilitycriteriaforcategoricalexclusionsetforthin10CFR51.22(c)(9).Therefore,pursuantto10CFR51.22(b),anenvironmentalassessmentoftheproposedchangesisnotrequired.F.REFERENCESLetterfromR.C.Mecredy,RG&E,toA.R.Johnson,NRC,
