Re:St.LucieUnit2DocketNo.50-389ProposedLicenseAmendmentSnubberVisualInsectionInaccordancewith10CFR50.90,FloridaPower8LightCompanysubmitsherewiththreesignedoriginalsandfortycopiesofarequesttoamendAppendixAoffacilityOperatingLicenseNPF-16.ThisamendmentissubmittedtomodifytheexistingtechnicalspecificationrequiraIIentfortheinitialinserviceinspectionfortwomechanicalsnubbers.IIAtpresent,thetechnicalspecificationsrequireavisualinspectionofallsafety-relatedsnubbersbetween4and10monthsaftercommencingpoweroperation.Thepurposeofthevisualinspectionistoidentifyobviousdamagetosnubbers.FPLrequeststhatthisvisualinspectionbedelayeduntilthefirstrefuelingfortwosafety-relatedsnubbersonthecontainmentspraysystem.Justificationforthisreliefisasfollows:aj.IIi@aI'<IXIRGIRL'lO'OiCI,',',C!'Omlrl'Ol&iOO.-'locIloa.',r!A~g0'I(1)Therequiredinspectionhasbeendoneon321mechanical(and20hydraulic)snubberswithnoinoperablesnubbersandnosignificantproblemsfound.Thisisthetotalrequiredsnubberinspectionexceptforthetwoinaccessiblesnubbersunderdiscussion."TheUniformBuildingCodedesignatesthesitevicinityasZone0onthemapentitled,"MapoftheUnitedStatesShowingZonesofApproximateEqualSeismicProbability."TheUSCoastandGeodeticSurveyindicatesZone0asanareaofnoearthquakedanage.HadleyandDevinalsoplacethisportionofFloridainazonewheretheseismicfrequencyapproacheszero.Furthermore,anexaninationoftheepicentralmapand2.5-32oftheFSARshowsabroadsegmentofsouthcewhichpossible'epicentersareentirelyabsent.TheSt.themiddleofthisregion."(frgures2.5-31ntralFloridaingpssLuciesiteisinPEOPLE...SERVINGPEOPLE(2)Snubbersarerequiredtoperformtheirsafetyfunctionduringaseismicevent.TheSt.Luciesiteislocatedinaregionofinfrequentandminorseismicactivity.ThefollowingistakenfromSection2.4.2.1oftheFSARconcerning"Seismicity":

(3)ThestartuptestprogramaswellasadditionalprogramscarriedouttoestablishcompliancewithI8EBulletin79-14haveinsuredproperdesign,installation,andoperationofallsnubbers.Thefollowingstepshavebeentakentoinsurethatsnubberswillperformtheirsafetyfunction:a)Theyweretestedatthefactory.b)Uponreceiptatthesite,theywereexercisedtoverifytherearenofrozenparts.c)Thesnubberswereexercisedjustpriortoinstallation.d)CorrectinstallationwasverifiedbySitegualityControlinspectorse)DuringHotFunctionalTesting,athermalexpansionmonitoringprogranverifiedthatallsnubbersmovedproperlyandhadthecorrectcoldandhotloadsettings.f)FPL'svibrationmonitoringprogranidentifiedallareasofhighvibrationandnoneoftheareasidentifiedinvolvedsnubbers.g)FPL'sIEB79-14progranassuredthatallhangersarecorrectlydesignedfortheas-builtsystem.(3)UnitshutdownsolelytoperformthisinspectionwouldplaceanunwarrantedfinancialburdenonFPL'scustomers.TheproposedamendmentisdescribedbelowandshownontheaccompanyingtechnicalspecificationPage3/47-21.TechnicalSpecification4.7.9(b)ischangedtopostponevisualinspectionofthetwocontainmentspraysnubberslistedinTable3.7-3bthatareinaccessibleduringnormalplantoperationuntilthefirstrefueling.Asafetyevaluationandsignificanthazardsevaluationisrequiredby10CFR50.91and92isinAttachmentA.TheproposedamendmenthasbeenreviewedbytheSt.LuciePlantFacilityReviewGroupandtheFloridaPower8LightCompanyNuclearReviewBoard.Inaccordancewith10CFR170.22,ithasbeendeterminedthisrepresentsaClassIIIanendmentandacheckforpaymentwillfollowunderseparatecover.Verytrulyyours,J.W.Williams,Jr.VicePresidentNuclearEnergyDepartmentJWW/PLP/djc II'fI'ItIII'tItfIIbbtlbb0
