SUMMARY

AND STATUS OF LICENSING ACTIONS WORKED ON DURING THE 1993 REFUELING OUTAGE AND IMPLEMENTATION OF ACTIONS ASSOCIATED WITH TAC NOS. M85370, M56110, M56111, M79912, AND M82749 - CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NOS. 1 AND 2 By letter dated July 12, 1993, Baltimore Gas and Electric Company (BG&E)-

provided to the NRC staff a summary of the licensing actions completed during-the Unit 2 refueling outage which ended on June 11, 1993,. including the status of some licensing actions which have not been fully implemented. The six items discussed in your letter and their status are:

NRC Bulletin 90-01. Sucolement 1. Rosemount Transmitters - Unit 2-(TAC No. M85370)

All Unit 2 Rosemount transmitters were replaced by May 12, 1993, with

. transmitters manufactured after July 11, 1989. All actions required by TAC No, M85370 have been completed and the TAC will be closed.

NRC Generic Letter 88-17. Loss of Decay Heat Removal - Unit 2 (TAC No M697311-The modifications completed on Unit 2 included reactor coolant system.(RCS)

I wide range level indication and alarms, control room shutdown cooling flow alarm, control room low pressure safety injection' suction pressure indications, and a core exit thermocouple audible alarm.

The RCS narrow-range level indication was installed; however, circuit noise problems were encountered during the acceptance testing.

By letter dated June 7,.1993, BG&E indicated that four methods of determining level currently exist.

Your bases for delaying the final testing necessary to complete this action are:

The RCS narrow-range instrument was not utilized during the remainder of the recent outage since no additional mid-loop operations were planned.

The instrument will not be used until the next outage involving mid-loop operations.

The RCS narrow-range instrument is only one of several independent and diverse means for monitoring RCS level when approaching or operating in mid-loop conditions. Other means include the reactor vessel level monitoring system, the reactor vessel refueling pool level indication, the new wide-range reactor vessel instrument, and the tygon tube level indicator.

The potential economic costs of extending the outage exclusively to troubleshoot and repair the RCS narrow-range instrument, whose near-term use was not needed for the remainder of the recent outage, was not justified in view of the fact that existing instrumentation was sufficient to assure safe operations with reduced RCS inventory (mid-loop operation).

The RCS narrow-range level indication testing will be completed during the next outage of sufficient duration that involves entry into mid-loop operation, but no later than the next refueling outage (RF0-10) for Unit 2 which will be in the spring of 1995.

Retailed Control Room Desian Review - Human Enaineerina Deficiencies (HEDs) -

Unit 1 (TAC No. M56110) and Unit 2 (TAC No. M56111)

All required modifications for both units have been completed including the enhanced lighting for the control room.

Details were also provided for three HEDs which were cancelled based on BG&Es reevaluation during the Unit I refueling outage in the spring of 1992. The disposition of these HEDs was found acceptable by the NRC staff in its letter dated December 8, 1992. All actions related to TAC Nos. M56110 and M56111 for Units 1 and 2, respectively, have been completed and the TACs will be closed.

Station Blackout (SBO) Rule. 10 CFR 50.63. Implementation - Unit 1 (Tac No.

M68525) and Unit 2 (Tac No. M68526)

All SB0 modifications, with the exception of the addition of the two new emergency diesel generators (EDGs), have been completed.

The modifications included providing DC - powered indication to some isolation valves and providing AC power via the inverters to the reachr vessel level monitoring systems.

In addition, modifications have been made to the control room drop ceiling and temperature monitors have been added to the battery rooms. The addition of the EDGs is scheduled for completion in 1996.

Mr. Robert E. Denton July 26, 1993 Containment Instrument Tubing Seismic Modifications - Unit 2 (TAC No. M79912)

The modifications necessary to bring the unit's containment pressure instrument tubing line supports into conformance with the Updated Final Safety Analysis Report seismic analysis have been completed. All actions related to TAC No. M79912 have been completed and the TAC will be closed.

Weld Repair to Unit 2 Refuelina Water Storace Tank (RWST) - Unit 2 (TAC No. M82749)

By letter dated March 20, 1992, the NRC staff granted temporary relief from the American Society of Mechanical Engineers (ASME) Code requirement to repair a leak in the unit's RWST until the recent refueling outage during which the required ASME Code repair was completed. All actions related to TAC No.

M82749 have been completed and the TAC will be closed.
