In the referenced letters, we committed to performing numerous Control Room upgiades to correct human engineering deficiencies (IIEDs) identified in response to NUREG 0737, item I.D 1. The purpose of this letter is to identify changes to the scope of that work which resulted from our response to the subsequent Station Blackout Rule,10 CFR 50.63.

One of the llED related upgrades included rearrangement of the Control Room panel meters associated with the onsite and offsite power supplies (Panel Nos.1/2C17,1C18, IC19,1C20). As part of our response to the Station Blackout Rule (10 CFR 50.63), we will install two new Class IE emergency diesel generators. This will add and rearrange panel meters and controls on the same areas on these panels. We intend to install the modifications associated with the emergency diesel generator addition and address any necessary IIED related concerns during the same outage. We feel that it would be inappropriate to do the electrical panel modifications required by NUREG-0737 during the upcoming refueling outages to be followed by a panci replacement for the installation of the new diesel generators during the next refueling outages. That would require the operators to learn two different control panel layouts within the span of two years. The intent of this NUREG 0737 item was to make the control panels more easily understood by the operators. That purpose is not served by performing two major panel changes so close together. Therefore, we intend to defer any human factors engineering upgrades to the electrical control panels until we do the panel replacements required for the diesel generator installation. t with NUREG.0737, item I.D.1 remains scheduled for completion for Unit 1 in the spring 1992 refueling outage and for Unit 2 during the spring 1993 refueling outage. Installation of the new emergency dicsci generators is scheduled for December 1995.
