Dear Sir:
Further to our telephone conversation and your correspondence dated April 18, 1983 in specific reference to the registration of our ash meter.
I t ske pleasure in answering your questions paragraph by paragraph and enclosing all the relevant data you requested.
Paragraph One, Plext-glass Shutter
(
The design tolerances of the plext-glass shutter and housing are such that once installed, total shielding from any emmission is achieved.
On insertion of the shutter, a self-locking device insures that the shutter remains in its correct location unt ti removal, then a key must be used to disengage the locking device. This key will be retained by a responsibic person or persons, i.e., the manufacturer and the Five Four Three Company (ifr. Stewart).

Total package provides Class E insulation, flammability rating UL94V-0.
Nuclide permeance less than 0.25 RCN/HR.
Paragraph Two. Label l '
The label shall contain the following, name and logo of the manufacturer, isotope and activity, date of assay of the source activity.
r The label will be manufactured of non-combustible material, nor shall it be of a corrosive nature. The label will be of a non-ferrous material and be riveted in position to insure its security.
Paragraph Three The planned use of the device is within the confines of a coal preparation plant, loading area / terminal, or within the confines of a power utility to determine the ash content of the coals.
The climatic conditions referred to in the brochure are the maximum the source / device will be subjected to.
The half life of the 241/AMC 66 50 millicurie source is 485 years. To date, we have not had to replace /
exchange any source from erosion, decay or fracture from the variances of the ambiant temperatures or climatic conditions in any of the installations currently in use. Details regarding minimum and maximum climatic conditions are available with the Amersham registration of the AMC 66 source.
Paragraph Four The design of the detector unit and source holder prevents and totally eliminates the risk of loss or damage of the source.

- L a fire / explosion, damage would only be prevalent to the electronic and electrical circuitry and most certainly would not reduce source security.
Paragraph Five Wultex US Inc. and (Wultex Machine Company Limited) its parent company, apply a strict quality control program for each and every component that
.is used in the manufacture and assembly of each and every ash meter.
These programs are carried out by qualified and experienced personnel and constitute the following.
A)
Inspection and examination of all materials purchased to insure that they conform to our standards and specifications.
B)
Inspection of all manufactured components, thus i
insuring each component conforms to design and design tolerances.
L C) Examination and verification throughout assembly and installation of the device.
l D) On-site monitoring and reporting throughout the installation and commissioning period.
Thus, insuring that other than improvements in design, every meter maintains and meets our standards and the standards of the previous meters.
All items found to be outside our design standards and specifications are either returned to the supplier or disguarded.

Paragraph Six, Important Facts Pertaining To The Safety and Results From Safety Analysis It is Wultex US Incorporated and Wultex Machine Company Limited (l'rtited Kingdom) policy together with the Five Four Three Co'apany to insure that all the requirements of the ANSI 538 paragraphs 4.2 and 4.3 are strictly complied with.
It is our policy that all service and maintenance activity pertaining to safety and general operational maintenance be carried out by the manufacturer, i.e., Wultex US Incorporated or an experienced radiological
- company, i.e.,
the Five Four Three Company, under a tservice contract.
Unless a particular company,i.e., end user can without question show that they have the necessary skills and experience to conduct maintenance in compliance w!th the N.R.C. requirements, will'we deviate from our policy.
