This refers to your October 19, 1985 letter to Ms. Glenda Jackson of this office concerning the fees required for renewal of Materials License SIC 1-1872.

The following information is provided in response to your concerns:

1. We apologize for any misunderstanding concerning the fee to be submitted with your renewal application. Itowever, the fees specified in our June 12,1985 letter are the fees required for your March 4,1985 application.
2. Although there may not be significant changes in a licensee's program, considerable technical review effort is required to determine that the license renewal will be consistent with current NRC policies, regulations and procedures. Fees for materials licenses are based on the average cost to the Comission of reviewing applica-tions for various categories of liconses. The renewal fees for the fee categories assigned to your license are based on the Comission's experience in reviewing renewal applications for licenses within those categories.
3. Enclosed is a copy of a May 24, 1984 flotice which was mailed to all licensees providing information on the revised schedule of fees in Part 170. The revised regulations becare effective June 20,1934 i and, therefore, were in effect at the time your March 4,1935 appli-cation was filed. As with the June 20, 1984 revision to 10 CFR 170, the Comission will publish in the Federal Register a flotice of Proposed Rule Making prior to amending its schedule of fees for facility and materf als applications and licenses, including inspec- ,

tion fees. These Notices are for the purpose of obtaining public  !

coment on the proposed changes. In addition, a notice similar to the May 24, 1934 notice will be mailed to all licensees advising them of the revisions.

4. At this time, fees are not required for the submission of material transfer reports.
5. By letter dated June 18, 1985, we provided you with a copy of 10 CFR 15.. A copy is also enclosed with this letter. Please note 615.31 (which is referenced in 5170.51), which outlines the procedures for requesting NRC's investigation of a disputed debt.

On tiovember 4,1935, we received the additional fees requested in our letters of June 12, July 29. and October 1,1985 for the renewal of License St&t-1872.

If you have any further questions or concerns regarding this matter, please let us know.
