SUBJECT:

HANDLING OF ALLEGATIONS t'?r Manual Chapter 0517 and SECY-84-26 (copies attached) discuss the processing of allegations, particularly for operating license applications.

The purpose of this memorandum is to explain the role expected of all Project Managers in managing allegations.

As you are aware, Rich Stark and Dick Brady of the DL Director's Office are available to assist Project Managers as needed.

In summary, each Project Manager should:

(1) Maintain a list of all allegations on assigned plants.

To accomplish this, a standard form has been developed.

Rich Stark or Dick Brady can provide the form and assist in this effort.

(2)

In coordination with the appropriate Action Office, obtain, develop and manage the scheduled review completion date for each allegation.

Assure that the review schedule is consistent with the licensing need.

l (3) 8e sure you understand and appreciate the safety significance of each allegation.

For projects with active boards, a Board Notifica-tion determination must be performed for allegations which may be material and relevant to issues before the board.

Note that the BN status is a part of the allegation listing described in Item (1).

(4) For OL reviews, obtain an allegation assessment report 30 days before each licensing decision (usually low power licensing and the full power Commission meeting).

In order to complete the required information for the report, the PM should contact each Action Office and obtain their input for this report. For operating reactors an assessment of allegations should be included in SALP reviews.

(5) Verify that all releasable allegations have been promptly sent to the licensee / vendor (see attached Dircks memo).
