enbl 4 86 COMENTS ON THE ALLEGATION MANAGEMENT DATA INPUT FORM The Form in General Do not implement the new system (form) but stay with the old form until the new system is up and running because the new form is inefficient in that:
the form cannot be written on legibly because of size and amounts of information requested the form cannot be typed on efficiently because of constant aligning requirements to stay within the lines character counting is a time waster Section B of the Form Item 3. should have a fourth block indicating " Potential" safety significance instead of or in addition to " Unknown" Item 6. should read " Findings" vice " Allegation was Substantiated" (many allegations are made with statements about practices that are true; however, those practices are acceptable) l Item 7. is a " Remarks" item, not something that will be queried on i
Item 9. is not clear Some additions to the form:
Add an OI indicator (documents OI involvement / followup) to account for items that are long past estimated completion dates Other units / sites affected by one allegation (Unit 2 or a contractor's work at two different sites, etc.) which should be a blank line for entry vice "Yes".or "No" Number of concerns (NRR is encouraging each concern be entered under a separate AMS number; however, in many cases, there are numerous concerns in one area such as welds, cracks in concrete, etc.)

Ideas / Suggestions Leave AMS numbering system alone For future uses, suggest a " key word" classification (another added item).
(i.e., in 1988, NRC may require a report with information concerning all Region I allegations related to drug & alcohol abuse for a comparison study with other regions. A study requesting all allegations against a particular security company that may be contracted by several licensees in a Regiorr or nationwide, etc.
Provide users with field names and adequate information so they can write BASIC language programs for unique reports they may require or want Question Will Region I be able to access and print Region II's allegations so that if the Region II OAC calls Region I and states that RII-84-A-0105 is for a Region I based firm, the allegation can be pulled up on the screen, duplicated and modified to reflect Region I information?
Comments:
If this system is implemented with personal computers, Region I could utilize an IBM Displaywriter with a personal computer package because:
the OAC currently has forms, memorandums and letters on a word processor with formats that are created and only need blanks filled and these include:
the regional allegation receipt report the allegation traveler (form from the panel meeting describing the actions to be taken) j acknowledgement and DOL letters to the alleger the enforcement tracking system.
Displaywriter can store information on diskettes which can be locked up in security areas (and eventually can become the allegation files filing l
l system because inspection reports, forms, letters, memorandums and the entire file can be stored right on the diskette)'vice the IBM 5520's l
central processor.
i Displaywriter serves as a telecommutor, word processor and computer while having its own table top printer available.
8 The Region I forms are enclosed (the receipt report, traveler and letters) and with the exception of the alleger's name, address, etc. on the receigt report and the top portion of the traveler down to " safety significance, these forms provide most of the information required in the headquarters system and perhaps could be adapted for NRR use in this effort.
