PROPOSED CHANGES TO 10 CFR 50 I am forwarding the enclosed comments from J. A. Mcdonald for your consid-eration and transmittal to the Secretary of the Commission by February 19, as requested by the notice published in the Federal Register on December 18, 1981.

I am in full agreement with John's comments pertaining to paragraph four of the proposed change to 10 CFR 50.72 reporting requirement. To leave the language as is would be excluding the entire area of construction errors, which I believe should not be excluded since implementation of design require-ments at the site level has been a significant problem area in the past.

Please advise me if you wish to discuss this matter further.
