In response to this Board's June 12, 1990' Memorandum-requiring the NRC Staff and Applicant to file a joint status report concerning. site restoration or stabilization activities at the Carroll County site on or before July 10, 1990,T the parties.

1 provide the following information:

l I. Oricinal Condition of the Carroll County Site.

The original Carroll County site purchased by Commonwealth Edison Co. (" Applicant")' consisted of rural land-suitable for agriculture. The site contained several abandoned a buildings or old foundations and several drinking water wells. 3 9007180064 900705 PDR O ADOCK 05000599 w-PDR ,}

II. Chances Made by Commonwealth Edison Co. to the Carroll Spunty Site.

Applicant did not undertake any substantive construction activities on the Carroll County site, thus changes to the site were minimal. In connection with the Early Site Review process, Applicant drilled approximately seventy test wells. Applicant demolished several abandoned buildings on the j site to discourage " squatting" and to prevent possible safety hazards. Under the guidance of the Illinois Department of Conservation, Bureau of Forestry, Applicant cut and sold selected timber from the site. Finally, pursuant to the Food Security Act of 1985 Applicant took all steps necessary to bring the site into compliance with U.S.D.A. guidelines for the prevention of i

erosion. Durinej this time the site continued to be used for l I

l III. Site Restoration and Stabilization Activities. l Since the Carroll County site had not been substantially altered, the restoration and stabilization I activities consisted ,,rimarily of sealing and capping wells and general site clean-up. The activities were performed by outside contractors, under. Applicant's suptrvision.

Applicant hired Steve Benesh;& Son, a. licensed well drilling contractor, to seal tad cap all wells on the site, )

including both the test wells drilled by Applicant and the pre-existing drinking water well2. The contractor sealed all test wells in accordance with standard industry practice. This involved sealing the wells and restoring the areas to allow farming. The contractor inspected the test walls and concluded that no tampering or contamination had occurred. He alse confirmed that each well was sealed satisfactorily and in conformance with the applicable regulations of the Illinois Department of Public Health, Division of Environmental Health.

Seven drinking water wells were also sealed in similar fashion and all necessary reports were filed in conformance v.ith the regulations of the Illinois Department of Health, Division of Environmental Health.

Applicant bulldozed and filled in several old building foundations and any associated septic systems,-leaving the areas in suitable condition for farming. Finally, Applicant cleared trash and debris from a ravine, restoring the ravine to its original condition.

In summary, it is Applicant's judgment that the carroll County site has been restored in a manner fully consistent with health, safety and environmental concerns and that its activities on the site have resulted in no adverse health, safety or environmental impacts onsite or offsite. The NRC Staff will inspect the Carroll County site to determire whether additional l -
