Cox, Jr., mercer thereof, and for their Petition To Intervene in all proceedings with regard to a certain application for permission to construct two nuclear power units at a plant site in Carroll County, Illinois, by Commonwealth Edison Company, Interstate Pcwer Company, and Iowa-Illinois Gas and Electric Company, said application filed herein, state as follows:-

1. That all members of the Jo Daviess Count y Ad Hoc Committee on Nuclear Energy Information are residents of Jo Daviess County, Illinois.

2. That said site is within ten (10) miles of Jo Daviess County, Illinois.

3. That the health and safety of all residents of Jo Oaviess County, Illinois, can and will be affected by the location of a nuclear pcwer plant so close to the county.

4. The decision to grant permission to construct a nuclear power plant en the preposed site is a preper cencern of all residents of Jo Oaviess County, Illinois.

5. That the necessary secrecy invclved in the details surrcunding the site of a nuclear pcwer plant, although understand-able in ter.s of saf ety and sec :rity, demand direct partiripatirn u, .em.

e at an early stage by those potentially affected by the locatien of a given nuclear power plant.

6. That Petitioners wish to cross-examine witnesses and present evidence wherever appropriate concerning safety, geology, hydrology, weather condition , regional demography, community characteristics, land use, noise considerations, aesthetics, local economics and general public safety and welfare.

7. That serious questions have arisan concerning the ability of the Nuclear Regulatory Cocaissicn to properly deal with said issues and protect said interests.

WHEREFORE, Petitioners request permission to intervene herein and to be sent copies of all documents pertaining to said application and hearing thereon at the following address:

Illinois, affects every man, wcman and child in Jo Daviess County, Illinois.

6. During the month of March, 1979, alene, scme of the only 70 nuclear power plants in the United States were shut down for equipment failure, 35 of those shutdowns lasted for more than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.

7. There are four (4) rural roads accessible to the general public which traverse the proposed site.

8. Serious questions exist as to the ability of the Nuclear Regulatory Commission to protect the public from nuclear disaster.

9. Intervention will give the people of Jo Daviess County full access to all information concerning a proposed plant close to their homes.
