James Runyon arri Edward Gogol, through their attorney Jan L. Kodner, orally noved this Board to defer further consideration of Applicants' request for Early Site Review until inpler.entation or nonicolementation of the site-related recommendations of the President's Connission on the Accident at Three Mile Island is known. At that time, this Board denied that motion. Intervenors move for reconsideration of their motion to defer.

The President's Commission on. the Accident at Tnree Mile Island has recommended : "to ensure the best available review of radiation-related health issues, including reactor siting issues, policy statements or regulations in that area of the restructured NRC should be subject to mandatory review and comment by the Secretary of the Department of Health and Human Services."
