INPUT FOR ACRS REVIEW OF THE KAIROS CONSTRUCTION PERMIT APPLICATION - DRAFT SAFETY EVALUATION FOR CHAPTER 16, OTHER LICENSE CONSIDERATIONS In response to the Subcommittees request, I have reviewed the NRC staffs safety evaluation (SE) with no open items for Chapter 16, Other License Considerations. The following is my recommended course of action concerning further review of this chapter and the staffs associated SE.

Background

This chapter captures license considerations that are unique to this technology that do not belong elsewhere in the preliminary safety analysis report (PSAR). This includes how reactor components may have been used in the past and any use of the nuclear process for medical purposes.

SE Summary Chapter 16 of the applicants PSAR was found to be of sufficient detail to provide confidence that the other license considerations will not be applicable to the Hermes reactor. The staff concluded there is no need for further review since the applicant stated all the material used in the construction and operation of the reactor plant and support systems will be new components (i.e., never used before) and there will be no medical use of the reactor plant associated with the direct medical administration of radioisotopes or other radiation-based therapies.

Discussion I have no concerns with either the applicants description or the staffs conclusion. No further review is necessary unless the considerations are changed by the applicant.

Recommendation(s)

I recommend no further action.
