AUDIT PLAN FOR THE REGULATORY AUDIT OF KAIROS POWER, LLC TOPICAL REPORT KP-TR-006, SCALING METHODOLOGY FOR THE KAIROS POWER TESTING PROGRAM, REVISION 0 By letter dated March 6, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19066A047), Kairos Power, LLC (Kairos), requested U.S. Nuclear Regulatory Commission (NRC) review and approval of Topical Report (TR) KP-TR-006, Scaling Methodology for the Kairos Power Testing Program. This TR describes the Kairos methodology to perform scaling analyses with surrogate fluids for Flibe (2LiF:BeF2) as part of the Evaluation Model Development and Assessment Process described in Regulatory Guide 1.203, Transient and Accident Analysis Methods, (ADAMS Accession No. ML053500170).

Additionally, the technical content of the TR was discussed in a public meeting on November 15, 2019 (ADAMS Accession No. ML19308A077 and ADAMS Accession No. ML19290E570).

During this meeting, several items for follow-up on the discussions were identified. The purpose of this audit is to address those follow-up discussion items identified in the public meeting of November 15, 2019.

The audit will take place at NRC headquarters via use of the Kairos electronic reading room.

The audit entrance will be held in early December, as mutually agreed. The audit exit will be held in early January, based on the availability of Kaiross and NRC staff. The contents of the audit plan are provided as an enclosure.

II. Regulatory Audit Bases This regulatory audit is based on KP-TR-006, Scaling Methodology for the Kairos Power Testing Program, (ADAMS Accession No. ML19066A047).

III. Regulatory Audit Scope or Methodology The audit team will review supporting calculations and meet with subject matter expert(s) to discuss details of the calculations supporting KP-TR-006.

IV. Information and other Material Necessary for Audit The NRC staff requests that following material be made available for audit:

  • The updated heat transfer oil properties discussed during the public meeting on November 15, 2019.
  • The calculations used to develop Tables 3 through 8, and Table 12 of KP-TR-006 be made available for audit.
  • The list of references used to support the use of surrogate fluids in the separate effects testing for (1) the twisted tube heat exchanger and (2) packed bed heat transfer experiments.
