THREE MILE ISLAND, UNIT 2 - REQUEST FOR ADDITIONAL INFORMATION FOR REQUESTED LICENSING ACTION REGARDING DECOMMISSINING TECHNICAL SPECIFICATIONS EPID: L-2021-LLA-0038

Dear John Sauger:

By letter dated February 21, 2021,(Agencywide Document Access and Management System (ADAMS) Package Accession No. ML21057A047, as supplemented on May 5, 2021 (ML21133A264), January 7, 2022 (ML22013A177), March 23, 2022 (ML22101A079),

April 7, 2022 (ML22101A077), and May 16, 2022 (ML22138A285)), TMI-2 Solutions, LLC (TMI-2 Solutions or licensee) submitted a license application request (LAR) seeking the U.S. Nuclear Regulatory Commissions (NRCs) review and approval of an amendment request to the Possession Only License (POL) and Appendix A, Technical Specifications (TS), of POL No. DPR-73 ("License) for Three Mile Island Nuclear Station, Unit 2 (TMI-2). This amendment, if approved, would revise the POL and the associated TS to support the transition of TMI-2 from a Post-Defueling Monitored Storage condition to that of a facility undergoing radiological decommissioning (DECON) pursuant to Title 10 of the Code of Federal Regulations (10 CFR) 50.82(a)(7), Termination of license. In the February 21, 2021, submittal, TMI-2 Solutions stated that the LAR proposes to remove and to revise certain license conditions and TS requirements to reflect current plant conditions to support entry into DECON.

The purpose of this letter is to provide the requests for additional information (RAIs) on this LAR. The RAIs are enclosed. Please respond to the RAIs by September 30, 2022. I will be reaching out to theTMI-2 Licensing Manager to coordinate a RAI clarification call to ensure that TMI-2 Solutions understands the RAIs.

In accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding, of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS.
