Dear Mrs. Bowers:

The Licensing Board's September 6,1978, order asked ,the Staff to clarify a statement made in our August 31, 1970, letter to the Board. The state-ment was to the effect that, after the revised application for the Greenwood facility is filed, a notice must be placed in the Federal Register to give interested persons, other than those who have already intervened, an opportunity to file interventiori petitions. Your question was whether the Staff will recommend to the Conmission that the notice be issued or whether it will ask the Licensing Board to take this action.

We regret that the statement in our letter was unclear. Our intention is to ask the Licensing Board to place the notice in the Federal Register.

Our plan is to submit a request to the Board when the application is received, with an attached draft of the notice.

We hope that this information is helpful to the Board.
