. BACKGROUND Pabcock and Wilcox Commercial Nuclear Fuel Plant (CNFP) by application dated February 10, 1986, as supplemented August 19, 1986, February 4. and March 17, 1987, requested authorization to (1) reorganize its staff to allow for an F
-operation involving pellets (fuel rod end cap removal) outside the controlled area;=(2) revise the administrative controls related to its ECHO 330 operations; and (3)-increase the possession limit of byproduct material for contamination on equipment or as waste from 0.1 curie to 0.5 curie.
In the previous organization, a group called Materials and Facilities was responsible for Facility Control, Production Control, and Regulatory Control.
The Licensing, Nuclear Paterials Control, the Fealth Physicist, Health Safety:
Foreman, and Health-Safety Monitors were part of the Regulatory Control Function. In the new organization, the basic health-safety and licensing organization have the same structure but report to the Manager, Quality and Safety. The latter reports directly to the Plant Manager. The remaining functions that were part of materials and facilities, production and material control, are now under a Product and Materials Control Manager who ~ also reports to the Plant Manager. The facilities control responsibilities are now a separate staff function, Facilities and Services, reporting to the Plant-Manager.
DISCUSSION A. Organization In the new organization, the licensing and safety section bas'the same structure but reports to the Manager, Quality and Safety. The latter reports directly to the Plant Manager. The Manager Quality and Safety, acts in the capacity of the currently licensed function of Regulatory Control Manager in the areas of health-safety, nuclear safety, and licensing, including procedure approval authority. In his function as the Safety Review Board Chairman, the incurbent acts in the same capacity of the former Manager, Materials and Facilities. The minimum cualifications of the Manager, Quality and Safety, are the same as were those of the fonner Manager, Materials and Facilities. Therefore, the incumbent meets the qualifications for the position.

MAR 2 31987 Babcock'andWilcox(CNFP)SER 2 The amendment application identifies the Health Physicist as responsible for providing management with assurance of the effectiveness of the safety program. Heretofore, the license merely identified the Regulatory Control Section (in which the radiation protection function was included) as being responsible.
The Health-Safety Fore"an was replaced by a Health-Safety Leader.
Although the primary functions of both are similar, the latter may serve as backup to the Health Physicist if he meets the minimum qualifications for the Health Physicist.
Thus, the new organization reduces the levels between radiation and the nuclear protection functions and the Plant Manager, more clearly identifies the position responsible for radiation protection, and strengthens the radiological safety controls. Therefore, the radiation protection function is strengthened.
B. Possession Limits The licensee has requested an increase in the possession limit of byproduct material for contamination on equipment or as waste from 0.1 curie to 0.5 curie. The increase does not have any significant impact on the radiation control program or on the environment.
C. Nuclear Criticality Safety Since no request was made to either increase the possession limits or operations involving SNM, issuance of the amendment will have no effect on nuclear criticality safety.
D. Radiation Protection Because the fuel in the rods are nondispersible, the staff has no ob.iection to the licensee's plan to operate the endcap removal of unused fuel rods in.a clean area. The potential for surface or airborne contamination due to this operation is minimal.
The licensee has an NRC approved radiological survey program to ensure the area will be kept below a specific contamination level. The licensee has committed to take corrective action when the airborne concentration of radioactivity in the end cap removal area exceeds 50 percent of the NPC permissible level for an unrestricted area.
The licensee was requested to reduce the allowable contamination level on protective clothing from 5,000 dpn/100 cm' to 2,200 dpm/100 cm'. This contamination level meets the ALARA concept goal.
