. i' 0FFICE OF PUBLIC AFFAIR NEWS SlWARY APRIL 18, 1983 A Federal Emergency Management Agency report said the health and safety of people 1iJv nf in the 10-mile emergency planning zone around the Indian Point nuclear pDwer plant cannot be assured. The FEMA report said the area is not prepared for two reasons: weaknesses in the evacuation plan for Westchester County and the refusal by officials of Rockland County to participate in emergency drills.

FEMA's regional director, Frank Petrone, said "until- a Rockland: County plan is devel.oped and exercised with full Rockland County participation, a judgment of adequacy cannot be made." New York Times, 4/16.

Lone Island Lighting Company has announced a two-month delay in fuel loading at the Shoreham nuclear power plant because of problems with the plant's emergency diesel generators. An NRC inspector said the diesels have had an unusual number oy_ cracked part_s ' which could be due to manufacturing defects or to deeper design 7probl ems. Fuel oading had been scheduled for June. New York Times , 4/17.

RICHLAND, WA--Washington Public Power Supply System said it will decide at an executive board meeting tomorrow whether to default on $2.25 billion in bonds on two canceled nuclear power plants or to select which bills will and won't get l paid. Meanwhile, a tentative plan of government and utility officials never l materialized last Friday. Washington Governor Spellman said none of three 1 potential solutions jelled at-a closed meeting of WPPSS investors. Wall Street _ i Journal,4/18.  !

In a letter to the editor of Washington Post today, a consultant makes a plea for i l

a better informed public about the applications of nuclear energy in space. He notes that an April 7 article in the Post repeatedly referred to U.S. power systems for SNAP devices as " reactors" when in fact none of the devices employed l nuclear fission. "Each used ' decay heat' from a small amount of radioactive  !
