REVIEW 0F THE INVESTIGATION OF TRANSAMERICA DELAVAL INC.

(TDI) - CASE NUMBER 5-84-008 l

This memnrandum 'is being prepared at the direction of-R. Marsh for the purpose of confirming my understanding of the review of the TDI investigation.

On March 2,1987, I was directed by Mr. Marsh to review the TDI. case file, and prepare an analysis with the intended purpose of closing the case on the primary basis of a lack of resources. The rationale for such closure action was:

The priority for the TDI investigation is LOW.

No 01 investigative efforts have been expended on 'this case for j

approximately four years.

There are no available OI resources to complete this case of low priority within the next six months.

The continued detail of myself to assist 01:RII in investigatiores of TVA.

If any O! efforts were pursued in the TDI matter, they*could be expected i

to be extensive and complex.

In a telephone conversation on March 24, 1987 with C. MULLINS, 0GC (FTS 634-3224), he indicated.that he was-acting as the primary interface with i

the legal staff of LILCO in their suit vs TDI.

MULLINS related that his-purpose was to monitor the LILC0 civil litigation to identify any new technical issues, to coordinate any potential subpoenas of NRC personnel, and i

to precluds any hindrance of LILC0 in the NRC 01 investigation. He related that the OGC file of TDI was approximately eight inches-thick-which w5s available for review by 01. MULLINS further indicated that LILCO had: filed h807oj now&P'a9 g9ggg, c
