MEETING ON EMERGENCY PLAN CHANGES BEING CONSIDERED BY l LICENSEE FOR GRAND GULF NUCLEAR STATION, UNIT 1 (TAC NO. MA0651) 4 A meeting was held on Friday, January 23,1998, between the Nuclear Regulatory Commissien (NRC) staff and the licensee to discuss Emergency Plan (EP) changes being considered by the licensee. The meeting was held at the request of the licensee to solicit staff comments on the information that the staff would need to conduct its review of EP changes to minimize the staff's review time. Because the licensee has not submitted the plan change to the staff, the licensee agreed to have the TAC Number MA0651 taken out to document the review of the changes by the staff, including this meeting. The notice for the meeting was issued on January 12,1998.

Attachment 1 is the list of attendees, Attachment 2 is the agenda for the meet'q, and i Attachment 3 is information provided by the licensee at the meeting in its handout. The staff did not hand out any inforitation at the meeting.

MEETING

SUMMARY

The agenda for the meeting is Attachment 2.

The outline of the licensee's presentation is pages 2 to 5 of Attachment 3. The reasons for the EP changes being considered by the licensee are to elimina'e confusion in the plan, lessen the burdens on the licensee to administer the plan, and expand the pofOitial pool of site individual that could respond to an emergency at GGNS. The licensee statedhat its pnilosophy in considering the proposed EP changes were to focus on accomplishing tasks during emergencies instead of counting individuals responding to the emergency and to provide individuals on-shift to meet critical tasks during an emergency.

The EP changes being considered are shown in the marked up pages of Table 5-1, " Shift Staffing And Augmentation Capabilities," of the EP (pages 10 through 12 of Attachment 3). k Pages 13 through 22 of Attachment 3 show the same EP changes in the format used by the staff staff in the improved Technical Specifications ccnversion: changes are Administrative cilanges (A), Relocated requirements (R), More restrictive requirements (M), and Less restrictive n(i requirements (L). The licensee stated that the more restrictive requirements and the less restrictive requirements must be reviewed together.

Pages 23 through 26 of Attachtnent 3 show markups of pages from the Updated Final Safety Analysis Report for GGNS that (se associated with the changes being considered by the licenses.

GRAND GULF NUCLEAR PLANT EMERGENCY PROPOSED PLAN CHANGE CHANGE CATEGORIES Adm!nistrative Changes (A) These changes are editorialin nature or involve the reorganization, reformatting, or rewording of requirements without aNecting technical content of the Emergency Plan and are meant to enhance reader understanding. Relocated Requirements (R) These changes are relocated within the body of the Emergency Plan. No change is being made to the technical content of the words arid the function or requirement is preserved. More Restrictive Requirements (M) These changes are more conservative than the existing Emergency Plan and W in - additional restrictions beyond those that cunently exist in the Emergency Plan. The more restrictive requirements are discussed individually in the Justification for Change sechon of this evaluation. Less Restrictive Requirement (L) These changes could be viewed as a decrease in eNoctiveness of the plan as outlined in 10CFR50.54(q) and therefore require NRC review and approval. These changes require justification and technical basis supporting the conclusion that the standards of 10CFR50.47(b) and the requirements of Appendix E to 10CFR50 continue to be met. These changes are more than likely those that have been previously accepted by the NRC at other plants.

PROPOSED CHANGE TYPE JUSTIFICATION FOR CHANGE Combining offsite, onsite, and inplant L1 e HP should be expected to perform surveys as a new Emergency Task under the alltypes ofsurveys onshiA Major Functional Area of Radiation regardless of type. Protection. Also added words stating that e Onsite and offsite surveys have I surveys will only be performed on as same purpose which is to support needed basis offsite dose assessment.

  • Close proximity ofonsite and offsite roads surrounding the unit allows combination of the onsite and offsite survey functions.
  • Surveys will be performed when there is a need such as lack of plant data. Maximization of the use of inplant radiological monitoring
