Subject. 24 HourNob6 cation to the NRC Ucense Condition 2.G F eport San Onofre Nuclear Generating 5tshon Units 2 and 3 A nourication was made to the NRC operstions conter (Mr. Weaver answering) on August 2,1997 at 1315 PDT(NRC Operatons Log # 327 ib) as follows:

"This notincetion is for San Onc 63 Units 2 and 3 and is being made in accordance with Condition 2.G of the Facility Operating uoeness for Units 2 and 3, which requires Edison to report violations of Uoense Cordition 2.E within 24 houra, Condition 2.E states, in part: 1nCE shallfullyimplementand maintoin in effect all provisions of the CessWregicd -

physical security... plan."

"Sechun 6.3.4 of the San Onofta PSP states: 'The intrusion detachon system (IDS) units are poweied by normal s*ation powr Fellure of the normal station poweris immediately compensated by satr-ccti*ained battenes ... In addition, there are reserve betteries kept on site.'

"On July 31,1997 at about 190) PDT, an IDS woment Indicated a power failure alarm. On August 2,1997, at about 0830 POT, during the follow-up alarm cir:e::^Z :-3, Edison determined the power supply fcr this segment did not have a self contained bettery backup Consequenty, Edloon concluded this IDS segment did not comply with the PSP, Edteon immediately cornpensated this imoment uns power was restored and will be taking further corrective actons Due to the oveile*o llity of the power failure alarm, Edison believes this condition was of no safety sierCloence. ,

"Also on August 2,1997 Ediso1 noted the PSP did not consolly Indloets tho'several IDS segments are powered from ar1 uninterruptRWe power supply (UPS) rather than normal stabon power. While a UPS is more rullable than normal station power and exceeds PSP requirements,it does not campy, verbatim, with the PSP. This condition has no safety signifloence because these segmonts exowd PSP requirements and remained operable.

'At the time of this report, both Jnits 2 and 3 were at about 100% power.

By facsimile copy of this memora% Edison is providing not:6cabon to the NRC Regional Administrator, Region IV, as required by doense Condition 2.G. and to the Director, Walnut Creek Field Of6ce, NRC Region IV. This report will be discussed  % 9 NRC Resident inspectors. /
