Dear Mr. Muller:

Pursuant to 10 CFR 50.90, Commonwealth Edison proposes to amend Appendix A, Technical Specifications of Facility Operating Licenses, NPF-11 and NPF-18. The proposed amendment, made in accordance with Generic Letter 88-06, requests changes to the Administrative Controls Section 6.0 to include j the removal of the Organizational figures, a position change from Radiation Chemistry Technician to Radiation Protection Technician, several position title changes, a clarification to the distribution requirements for Onsite Reviews.

The revised Technical Specification pages are contained in Attachment A. The description and summary of the proposed changes are presented in ]

The proposed changes have been reviewed and approved by both on-site and off-site review in accordance with Commonwealth Edison procedures.

Commonwealth Edison had reviewed the proposed amendment in accordance with 10 l CFR 50.92(c) and has determined that no significant hazards consideration exists. This evaluation is documented in Attachment C. Attachment D provides the safety evaluation and environmental assessment.

Commonwealth Edison is notifying the State of Illinois of our epp11 cation for this amendment by transmitting a copy of this letter and its attachments to the designated State Official.
