1 REQUEST FOR AMENDMENT FACILITY OPERATING LICENSE NPF-57 HOPE CREEK GENERATING STATION DOCKET NO. 50-354 In accordance with the requirements of 10CFR50.90, Public Service Electric and Gas Company (PSE&G) hereby transmits a request for amendment of Facility Operating License NPF-57 for Hope Creek Generating Station (HCGS). In accordance with the requirements of 10CFR170.21, a' check in the amount of $150.00 is enclosed. In accordance with the requirements of 10CFR50.90(b)(1), a copy of this request has been sent to the Stato of New Jersey as indicated below.

~ This amendment request revises Technical Specification Section

4.8.1.1.2.a.7, Electrical Power Systems. The change would correct an error in the specification pertaining to the minimum air start receiver pressure for the emergency diesel generators, thereby bringing the specification into agreement with the minimum air pressure value stated in the FSAR.

This amendment, pending necessary review and approval, requires no special consideration regarding the date of issuance or effective date.

i PROPOSED CHANGE TO TECHNICAL' SPECIFICATIONS HOPE CREEK GENERATING STATION DESCRIPTION OF CHANGE, I

Revise Section 4.8.1.1.2.a.7 to read " Verifying the j pressure in all diesel generator air start receivers to be greater than or equal to 325 PSIG" as indicated on the attached marked-up ptge.

JUSTIFICATION OF CHANGE The Emergency Diesel G9nerator is a Colt-Pielstick PC2.3V model. The Colt Operation and Maintenance Manual (Reference 1) states that the Starting Air System is designed to maintain normal starting air receiver pressure at 380 PSIG to 425 PSIG. The air receiver overpressure protection is provided by a relief valve set at 475 PSIG. The starting air receiver low pressure alarm is set at 325 PSIG.

-PSAR Section 9.5.6 (Reference 2) describes the Starting Air System as capable of performing its function (in conformance with Standard Review Plan Section 9.5.6 and IEEE Standard 387 criteria) when the starting air receiver pressure is at the low pressure alarm setpoint of 325 PSIG. The FSAR statements pertaining to the Starting Air System were verified during the Hope Creek Preoperational Test Program, The present Technical Specification Section 4.8.1.1 2.a.7 minimum value of 380 PSIG was erroneously selected as the minimum air start receiver pressure. The limit selected should have been the low pressure alarm setpoint of 325 PSIG, as described i' the FSAR, not the compressor normal cycling setpoint of 380 PSIG.

This problem was identified as the root cause for a recent incident, described in Licensee. Event Report No.87-023 (Reference 3), wherein the inconsistency between the starting air receiver low pressure alarm setpoint and the minimum Technical Specification value resulted in delayed Control Room recognition of degraded starting air receiver pressure because annunciation of the condition did not occur until after pressure had fallen below the (presently incorrect) Technical Specification minimum I I

value. The degraded Starting Air System pressure was identified when the low pressure alarm setpoint was reached. This pressure is the minimum value described in .

the FSAR as necessary to meet system design bases. As l described in the LER, the incident had no impact on the l 1

starting air. system's ability to achieve a' safe shutdown or mitigate.the consequences of an accident where operation of theLEmergency Diesel Generators might have been required. However, reduction of the Technical op Specification minimum value.in Section 4.3.1.1.2.a.7 to 325 psig will allow normal system operation while still maintaining adequate starting air capabilities as dercribed in the PSAR. Additionally, with this. change in place, Control' Room annunciation will provide more j meaningful indication of starting air system pressure with regard to Technical Specification limits.

NO SIGNIFICANT HAZARDS CONSIDERATION (10CFR50.92) EVALUATION The change.does rot involve a significant increase in the probability or consequences of any previously evaluated accident or malfunction of equipment important to safety because the. change corrects an~ error in the Technical Specifications. While it is less conservative than the presently specified minimum allowable pressure, the  !

proposed limit is the design value specified in the PSAR, Therefore,;the proposed Technical Specification change remains within the original FSAR analysis.

This change does not create the possibility of a new or different kind of accident from any previously' evaluated because there is no change to' existing plant equipment or operating parameters. This change makes the Technical Specification limit' agree with FSAR statements regarding system design.

The margin of safety which forms the basis for this

' technical specification is the ability to provide sufficient' air pressure for Emergency Diesel Generator starting as described in FSAR Section 9.5.6.2 and in PSE&G's response to FSAR Ouestion 430.122. The proposed correction to the Technical Specification limit agrees with FSAR statements regarding system design which have been demonstrated during preoperational testing.

Therefore, no reduction in the margin of safety which forms the basis for the technical specification is involved in this proposed change.

Based on above, we have determinea that this proposed change does not involve a significant hazards consideration. Additionally, we suggest that this change conforms to Example (vi) of the guidance provided by the Commission on Amendments Not Likely To Involve A Significant Hazards Consideration, in that the change might reduce, in some way, a safety margin, but where the results of this change are clearly within all acceptable criteria with respect to the system specified in the Standard Review Plan Section 9.5.6 and in'FSAR Section 9.5.6.
