SUBJECT:

U.S. Geological Survey TRIGA Reactor, Docket Number 50-274, License Number R-113, License Amendment Request LAR 14, Supplemental Information Letter 03 Provided in Resolution of Comments Presented by the State of Colorado during the Public Meeting on 2020-10-29 Purpose By way of this letter, the U.S. Geological Survey (USGS) is providing supplemental information in order to resolve comments and concerns presented by the State of Colorado during a NRC /

USGS public meeting on 29 October 2020, notice posted as ADAMS accession number ML20274A349, regarding license amendment request #14 by the USGS TRIGA Reactor facility.

Discussion During the public meeting on 29 October 2020, comments and concerns were presented by the State of Colorado Department of Public Health, Radiation Program Manager James Grice regarding the disposition of the damaged fuel elements being acquired by the U.S. Geological Survey TRIGA Reactor (GSTR). It is the concern of the State that the damaged fuel elements be removed from the facility in the timeliest manner practicable, which is contingent on the Department of Energys availability to accept said material. In order to resolve these concerns in a mutually acceptable manner, the following license condition has received concurrence from the James Grice as representative of the State of Colorado and the GSTR and is hereby proposed to replace 2.B.2.f, superseding the previously requested version:

f. to receive, possess, but not use or separate, in connection with the operation of the facility, up to 4 kilograms of contained uranium-235 enriched to less than 20 percent in the form of TRIGA-type reactor fuel received from the VTT Technical Research Centre of Finland. The ten damaged TRIGA-type fuel elements stored in the sealed damaged fuel canisters will be removed from the USGS TRIGA research reactor facility within two years following resolution of the final disposition plans by the U.S. Department of Energy.
