SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING THE ORDER TERMINATING FACILITY OPERATING LICENSE NO. R-118 ROCKWELL INTERNATIONAL L-85 NUCLEAR EXAMINATION REACTOR DOCKET NO. 50-375

1.0 INTRODUCTION

By letter dated March 10, 1980, as supplemented, Rockwell International Corporation submitted a plan for dismantlement and decontamination of the L-85 Nuclear Examination Reactor facility and a ,

request for termination of Operating License No. R-118. Following review by NRC staff, the plan was approved and Rockwell International comenced dismantlement and decontamination.

Upon completion of the dismantlement and decontamination, Rockwell International submitted a report entitled " Radiation Survey for Release for Unrestricted-Use L-85 Reactor Facility", dated January 8, 1985, as supplemented, and requested an NRC final survey of the facility.

Region V conducted the survey on September 30 through October 31, 1986.

2.0 EVALUATION The Region V interim final survey, in a letter to Rockwell International Corporation, confirmed that (1) all nuclear fuel has been removed from the facility (?) that residual contamination levels are consistent with the criteria in Table I of Regulatory Guide 1.86, and (3) only one area was identified that exceeded the exposure limit of 5 pR/hr above background at one meter. Rockwell International agreed to reduce the exposure rate at this area, a hole in the floor from which activated concrete had been removed, by covering the hole with fresh concrete. Rockwell, in a letter dated February 3, 1987, to Region V reported that this repair has been completed and that the area now complies with the exposure limit of 5 pR/hr above background at one meter. Region V, in a memorandum dated March 19, 1987, from F.A. Wenslawski to H. Berkow (NRR), submitted its Closeout Inspection for Rockwell, wherein it confimed that the exposure rate in this one area was now acceptable.

3.0 ENVIRONMENTAL CONSIDERATION

The Commission has prepared an Environmental Assessment (EA), dated April 8, 1987 and has determined that this action will not result j in any significant environmental impact and that it does not constitute a major Commission action significantly affecting the quality of the human environment. On the basis of the EA and the above Safety Evalua-tion the Comission has detemined not to prepare an Environmental Impact Statement in connection with the issuance of this Order terminating the license.  !

4.0 CONCLUSION

Based on the foregoing considerations, the staff concludes that Facility Operating License No. R-118 can be terminated without undue risk to the health and safety of the public or workers, and without any significant impact on the public or the environment.
