SUMMARY
OF OPERATING EXPERIENCE No operations were conducted during calendar year 1981. The reactor is being maintained in a standby status until a method of fuel disposal is established.
2.
EMERGENCY SHUTDOWN AND INADVERTENT SCRAMS None 3.
MAJOR MAINTENANCE OPERATIONS No major maintenance operations were performed.
Routine maintenance has been performed to assure the integrity of safety circuits and monitoring instruments.
4.
CHANGES TO FACILITY AND PROCEDURES An application to authorize the dismantling of the L-85 Facility, disposal of the component parts, and the voluntary surrender of the facility license is still pending.
No changes have been made to the facility.
Concurrence was obtained from NRC for not performing the Technical Specifications surveillance tests 4.lb, 4.lc, 4.2d(1) and 4.2d(3) with the stipulation that the reactor may not be brought critical or operated without specific authorization from the NRC.
A bi-weekly standby procedure has been implemented for testing instrumentation and safety circuits and for logging instrument readings.
5.
RELEASE OF RADI0 ACTIVE EFFLUENTS No radioactive effluents were released or discharged to the environs.

ENVIRONMENTAL SURVEYS Environmental surveys are performed by the Radiation and Nuclear Safety Unit by sampling for radioactive analysis the soil, vegation, watcr and air up to'a distance of 10 miles from Energy Systems Group, California sites. A report by J.D. Moore
- describing the monitoring procedures and results for 1981 summarizes these surveys. This report concludes that environmental radioactivity observed by the monitoring is attributable to natural sources and to fallout of radioactive material from foreign atmospheric testing of nuclear devices rather than to Energy Systems Group operations at California sites.
