SUMMARY

OF OPERATING EXPERIENCE The L-85 Reactor was operated without incident during calendar year 1980. Seventy-one (71) runs were made for a total integrated thermal output of 32,251 watt-hours. Thirteen (13) runs were for neutron radiography, fifty-three (53) for training programs, and five (5) for routine checks.

Routine reactor operations were terminated at the end of February as the result of a company economic study. Only those operations required by the Technical Specifications or for operator qualification have been performed since then. All of those operations were at low power (<10 watts).

2. EMERGENCY SHUTDOWN AND INADVERTENT SCRAMS No emergency shutdowns or inadvertent scrams occurrea during the year.
3. MAJOR MAINTENANCE OPERATIONS No major maintenance operations were performed.
4. CHANGES TO FACILITY AND PROCEDURES Since there are no future plans for reactor operation, an application to authorize the dismantling of the L-85 Facility, disposal of the component parts, and the voluntary surrender of the facility license was filed with the NRC. That application is still pending.

Peripheral equipment and materials not needed for reactor operation or maintenance have been excessed.

There have been no changes in the procedures for operation or maintenance.

5. RELEASE OF RADI0 ACTIVE EFFLUENTS No uncontrolled radioactive effluents were released or discharged to the environs.

6. ENVIRONMENTAL SURVEYS Environmental surveys are performed by the Radiation and Nuclear Safety Unit by sampling for radioactive analysis the soil, vegatation, water and air up to a distance of 10 miles from Energy Systems Group, California sites. A report by J.D. Moore
  • describing the monitoring procedures and results for 1980 summarizes these surveys. This report concludes that environmental radioactivity observed by the monitoring is attributable to natural sources and to fallout of radioactive material from foreign atmospheric testing of nuclear devices rather than to Energy Systems Group operations at California sites.
