Environmental Assessment For Termination of Operating License No. R-118 Rockwell International L-85 Nuclear Examination Reactor Docket No. 50-375 I.
Description of Proposed Action By application dated March 10, 1980, as supplemented Rockwell International Corporation requested authorization to decontaminate and dismantle its L-85 reactor, to dispose of its componenet parts in accordance with the proposed dismantling plan, and to terminate Facility Operating License No. R-118.
Following an Order Authorizing Dismantling of Facility and Disposition of Component Parts, dated March 4,1983, Rockwell International Corporation completed the dismantlement and submitted a final survey report on January 8,1986.
Region V conducted a final survey in September through October,1986.
These surveys are documented in Region V Inspection Reports Nos.
50-375/86-01 and 50-375/87-01.
The staff agrees with the analysis and the conclusion in the Rockwell Internaticnal final report, as amended.
II. Need for Proposed Action In order to release the facility for unrestricted access and use, Operating License No. R-118 must be teminated.
III. Alternatives to the Proposed Action Since the reactor and component parts have been dismantled and disposed of in accordance with NRC regulations and guidelines, there is no alternative to termination of Operating License No. R-118.
IV. Environmental Impact of License Tennination I
1 The Rockwell International final report, as amended, indicates that the residual contamination and dose exposures are less than the requirements of Regulator Guide 1.86, Table I and the maximum exposure of 5pR/hr above background at one meter.

Agencies and Persons Consulted Personnel from the Radiological Site Assessment Program, Oak Ridge Associated Universities (an NRC contractor) assisted Region V in the conduct of the Termination Survey for Rockwell International Corporation L-85 reactor facility.
VI. Conclusions and Basis for No Significant Environmental Impact Finding Based on the foregoing considerations, the staff has concluded that there will be no significant environmental impact attributable to this proposed activity. Having reached this conclusion, the staff has further concluded that no Environmental Impact Statement for the proposed action need be prepared and that a No Significant Environmental Impact Finding is appropriate.
