- 1. SUMt1ARY OF OPERATING EXPERIENCE No operations were conducted between January 1,1982 and March 1,1983.
The reactor was maintained in a standby status until July 29, 1982 at which time the fuel was drained from the core. A dismantling order, which super-sedes the Technical Specifications, was received from the NRC on March 1,1983.
- 2. EMERGENCY SHUTDOWN AND INADVERTENT SCRAMS None.
- 3. MAJOR MAINTENANCE OPERATIONS No major maintenance operations were performed.
Routine maintenance was performed to assure the integrity of safety circuits and monitoring instruments.
- 4. CHANGES TO FACILITY AND PROCEDURES The fuel solution was drained from the reactor on July 29,1982 and was shipped to Exxon Nuclear Idaho Co., Inc., Idaho Chemical Processing Plant at INEL on September 28, 1982. The core was rinsed with distilled water. No other changes have been made to the facility.
A dismantling order was received from t'ne NRC on March 1,1983. This order replaces the Technical Specifications.
The biweekly standby procedure was reduced to the surveillance of the air monitor and the area gamma monitors only on January 1,1983. Bimonthly -
smear surveys continue to be made.

- 5. RELEASE OF RADI0 ACTIVE EFFLUENTS No uncontrolled radioactive effluents were released or discharged to the environs.
A minor spill of a few milliliters of rinse water occurred following the fuel drain. A majority of the contamination was cleaned up and the remainder was fixed with paint pending the complete decontamination and dismantling of the facility. The spill occurred within a radiologically controlled area.
- 6. ENVIRONMENTAL SURVEYS Environmental surveys are performed by the Radiation and Nuclear Safety Unit by sampling for radioactive analysis the soil, vegetation, water and air up to a distance of 10 miles from Energy Systems Group, California sites. A report by J. D. Moore
- describing the monitoring procedures and results for 1982 summarizes these surveys. This report concludes that environmental radioactivity observed by the monitoring is attributable to natural sources and to fallout of radioactive material from foreign atmospheric testing of nuclear devices rather than to Energy Systems Group operations at California sites.
