REPORTED CHEATING ON OPERATOR EXAMINATIONS AT TROJAN NUCLEAR POWER PLANT This will supplement any memorandum of February 8,1984, regarding investigation of reported cheating on operator examinations at Trojan Nuclear Power Plant (Trojan).

Pursuant to recent discussions between Bobby Faulkenberry, you, Roger Fortuna, and representatives from ELD and NRR, Region V staff will imediately undertake a review of Trojari's training and requalification program.

This review will evaluate the substance and procedure of the licensee's program to assure adequately trained, adequately qualified, and adequ'ately tested persons as operators for the Trojan facility.

I request the Office of Investigation undertake investigation of all facts and circumstances surrounding the reported cheating which occurred February 3,1984, at Trojan. Based upon current licensee infonnation that one licensed operator has admitted to cheating on'a requalification examination, wrongdoing involving possible criminal sanctions is clearly involved. Cheating on operator examinations may be a violation of 18 U.S.C.1001.

You should be aware that the person admitting to cheating on the examination is being terminated as an employee of Portland General Electric and may choose to leave the Trojan area.
