SUBJECT:
TROJAN--CHEATING ON EXAMINATION FOR LICENSED CONTROL ROOM OPERATORS (5-84-009) Attached is the Office of Investigations (01) Report of Investigation regard-ing the above captioned subject. It was noted that Portland General Electric Company, the licensee, conducted a timely and comprehensive investigation of the incident immediately after the discovery of a reference document, which was apparently placed in the men's rest roon to cheat on an annual relicensing examination on February 3, 1984. During the PGE investigation, an auxiliary operator admitted to having hid the document for possible use during the examination, but he denied having used it or having cheated in any manner on the operator's examination. It is believed that he acted alone and it was an isolated incident. Further, the reactive and expeditious response by Region V in February and March 1984 resulted in the requalification program evaluation and the special inspection of the Trojan operator requalification program. The two regional inspection efforts revealed no items of noncompliance or deviation, although the overall requalification program at Trojan was evaluated as " marginal." During the 01 interview in January 1985, the auxiliary operator admitted under oath substantially the same information as contained in the PGE investigation, and he executed a sworn statement. On the basis of the interview and the available infomation, the individual appeared to have acted alone in hiding the document, and there was no substantial evidence to indicate that he used the referenced document during the examination. There was no apparent involvement by other individuals in the incident. No further 01 investigative efforts are warranted. Neither this memorandun nor report may be released outside the NRC without the permission of the Director. 01. Internal NRC access and dissemination must be on a need and right-to-know basis.
