July 26, 1984 MEMORANDUM FOR:

ACRS Members FROM:

Richard Major, Senior Staff Engineer 8 2

SUBJECT:

NTSB AIRCRAFT ACCIDENT REPORT - AIR FLORIDA, INC.

COLLISION WITH 14TH STREET BRIDGE, NEAR WASHINGTON NATIONAL AIRPORT, WASHINGTON, D.C., JANUARY 13, 1982 (NTSB-AAR-82-8)

A copy of the National Transportation Safety Board Accident report on the January 13, 1982 Air Florida Accident in Washington, D. C. is enclosed for your information.

During the July 1984 full Conmittee session on the dual-role SR0/STA individual, Mr. Ebersole suggested this report be distributed to the members.

There was no flight engineer on-board the Air Florida flight.

The independent perspective of a flight engineer was compared to the independent perspective of a sepa-rate and independent STA by Mr. Ebersole.

The final policy statement on engineering expertise on shift gives utilities an option of either retaining the separate STA as currently required or combining the qualifications of the STA with one of the senior reactor operators present on shift and eliminating the separate STA.
