ADDITIONAL REMARKS BY JESSE EBERSOLE ON THE COMMIT-TEE'S AUGUST 14, 1984 LETTER ON ENGINEERING EXPERTISE ON SHIFT, DUAL ROLE (50/STA) OPTION Attached is a copy of a response to Mr. Ebersole's additional comments on the dual role 50/STA option that the Committee reviewed in July and August. I have also attached a copy of the Committee's August 14, 1984 letter on the subject.
The Staff has researched the issue of a third person in the cockpit of an airplane. Mr. Ebersole drew an analogy between a flightHe engineer and mentioned that a separate (not dual role) Shift Technical Advisory.
in the Air Florida /14th Street Bridge crash, a third person was not in the cockpit. The Staff talked to the NTSB investigator who concluded that a third crew member would not have prevented the accident. The Staff also cites a July 2, 1981 report that addressed the question of two vs. three cockpit crew members which concluded that adding a third crew member would not be justified in the interest of safety.
Concerning the dual role 50/STA the Staff is aware it will be more difficult for this individual to have a diverse perspective, however, they feel there are other positive counter-balancing characteristics.
Among these positive aspects are operating knowledge and experience ccmbined with engineering and technical expertise, and a greater accep-tance by the operating crew.
