" extensive actual operating experience at a comparable reactor" is not consistent with the terms of 10 CFR 555.25(b). A review by ELD of the staff's implementation of this regulation has reached a different conclusion, and a Commission meeting on this matter is scheduled for Friday, April 13, 1984.'
