ADMINI RATION OF OPERATING TESTS PRIOR TO INITIAL CRITICALITY (10 CFR 55.25) c Enclosed for your information is an OGC memorandum to Comissioner Gilinsky that concludes that the current staff practice of administering simulated operating tests prior to initial cA ticality to individuals who have not had

" extensive actual operating experience at a comparable reactor" is not consistent with the terms of 10 CFR 555.25(b). A review by ELD of the staff's implementation of this regulation has reached a different conclusion, and a Commission meeting on this matter is scheduled for Friday, April 13, 1984.'
