I approve issuance of the proposed license to Baltimore Gas and i Electric Company, as recommended by the staff in SECY-92-366.
In connection with this action I note that this seems to be a routine licensing action, of a type which-I do not believe necessarily warrants _ Commission review and approval. I therefore request that the office of General Counsel consider rulemaking as 4 necessary to eliminato any requirement-for Commission authorization prior to the NRC staff issuance of specific <
licenses under 10 CFR Part 72 for independent spent fuel-storage installations, including specifically the requirement for such authorization contained in 10 CFR-2.764(c).- Avoiding. unnecessary Commission review will case the burdens of both the staff and the commission, and reduce fees charged to license applicants.
