l i At a meeting on Friday, July 30, 1982 Mark Flynn suggested that i

SECY provide a statement concerning its views on the use of " direct j t recording." Our statement follows. 1 The Office of the Secretary does not use the " direct recording" method for preparing transcripts of Comission meetings principally because of the following reasons:

N 1. No interruption of speakers by the reporter is allowed.

Hence, the direct recorder would not be able to indicate to the speaker that his voice is not being properly monitored and recorded. .

2. There is often simultaneous conversation, which is very difficult to transcribe later if the direct recording method of reporting is used.

3. We discourage extra use of,gmicrophones on the Comissioners'

4. Individual speakers rise and speak from the back of the - '
room often where no microphone is available and would not ,

be picked up on direct recording equipment. 1 e
