Dear Mr. Cozens:

By this letter, GPU Nuclear, Inc. (GPUN), requests membership in the NEI Revised Source Term Task Force and would like to have an upcoming Oyster C4eek Nucleas Generating Station revised source term submittal be considered a pilot plant application.

The intended application for Oyster Creek is to reduce operator dose as it penains to Control Room Habitability and also to potentially suppon a change in Oyster Creek's Technical Specification to increase the perinissible Main Steam Isolation Valve (MSIV) leakage. GPUN intends to make a submittal to the NRC by March 31,1997, which at a minimum, will provide a new, revised Control Room Habitability dose calculation and, if feasible, would conservatively assume an increased MSIV leakage value in the supporting analysis. A Technical Specification change request to increase MSIV leakage would be submitted subsequent to NRC acceptance of the revised dose calculation. OPUN is now performing the required technical evaluations and is currently about 10% complete.
