Dear Mr. Adams:

We have completed our review of the Baghouse and Conveyor Workplan you submitted to us by letter dated September 27, 1996, for work at 1000 Harvard Avenue, Cleveland, Ohio. This Workplan was written to address only the dismantlement and removal of the filter baghouse and related conveyor assembly t

September 27, 1996, submittal, was not reviewed in that it was previously reviewed and approved in a letter from me to Mr. A. G. Kopas of Engelhard Corporation, dated June 23, 1995.

' Mr. William Snell of my staff discussed the Workplan with you on October 11, 1996, and based on that discussion, we understand that the boiler house, where any material 'that can not be decontaminated will be stored, is located on the site and will be kept locked when radioactive waste is stored there. In addition, we understand that any stored radioactive waste will not be shipped for burial until the overall issue that is being pursued by Chevron and Engelhard with the Department of Energy concerning ownership of the material is resolved. With the above understandings, we found the Workplan acceptable
