approximately a six month characterization /remediation effort. It appears
,. that it may have to be extended based on the amount, of additional contamination being found. Other hazards / issues that need to be addressed include: a room with a significant layer of bird droppings on the floor that ;
must be removed prior to characteritation; the possibility that the roofing 1
caterial, which has contamination _ on it in some areas, could also contain asbestos; and a building that itself is a safety hazard due to its poor condition.
- Another inspection should be scheduled at this site in about six to ten weeks, depending on their progress in completing the characterization and initiating remediation work.

Subiect: NARM contamination in conjunction with the Chevron Building "C" !
remediation.
j j l- You recently had a conversation with Mr. Frank Talbot of this office regarding ~
l disposition of the NORM waste you believe will be generated in the
- decommissioning of this site. We understand the NORM waste will be t
- generated from the rubblizing of brick and other construction debris at the facility.
Disposal of NARM within the State of Ohio will be accomplished with adherence ;
to Ohio regulations. '
- Following exhaustive research in this area over the recent months, the Department requires the following actions:
l 1. An isotopic analysis will be required so health and safety issues can be
- assessed.
- 2. Based on the waste form, isotopic analysis, and burial plan submitted to '
the Department, a decision will be made on a case by case basis whether the proposed plan meets regulatory requirements.
- 3. Any proposal for exception to the regulations covering NARM disposal will i be based on the Ohio Department of Health assessment of public health and 1 safety issues associated with the proposed plan for disposal. The exemption i will only permit disposal in accordance with the plan approved by the \
