Boston Edison Company (BECo) proposes the attached changes to Appendix A of Operating License No. DPR-35 in accordance with 10CFR50.90.- The proposed change involves the alarms for the -

drywell to suppression vacuum breakers. Currently, these alarms are on panels C-7 and C-905. As I part of the Annunciator Replacement Project we have determined that relocating these alarms to a different panel is desirable.

The requested change is described in Attachment A. The revised Technical Specification pages are in Attachment B. Attachment C provides the existing pages annotated to show the proposed changes.

ATTACHMENT A Proposed Chanae This proposed change is administrative in nature. Currently, Technical Specification 3.7.4.a.3 and the Technical Specification Bases refer to the Alarm Annunciation for the Drywell to Suppression Chamber Vacuum Breakers as being on Panel C-7 and Panel 905. We propose substituting the words "in the Control Room" deleting the reference to specific Control Room Panels.

Reason for Chanae Our Annunciator Replacement Project has determined that relocating the annunciation for the Drywell to Suppression Vacuum Breakers is desirable. Our current Technical Specifications will not permit such relocation because of the unnecessary detail regarding specific panel locations.

Safety Evaluation and Determination of No Sianificant Hazards Considerations The Code of Federal Regulations (10CFR50.91) requires licensees requesting an amendment to provide an analysis, using the standards in 10CFR50.92, that determines whether a significant hazards consideration exists. The following analysis is provided in accordance with 10CFR50.92 for the proposed amendment.

1. The operation of Pilgrim Station in accordance with the proposed amendment will not involve a significant increase in the probability or consequences of an accident previously identified.

The proposed change relocates annunciators in the control room but does not change their designed function or setpoint.

The Annunciator System is non-safety related and performs no direct safety function.

No accident initiators are being affected by this proposeo change. Accident mitigating systems remain operable, and accident scenarios are unaffected.

2. The operation of Pilgrim Station in accordance with the proposed amendment will not create the possibility of a new or different kind of accident from any accident previously analyzed.

Relocating the Drywell to Suppression Chamber annunciator from one control room panel to another does not create the possibility of a new or different kind of accident.

This modification does not modify the setpoints or functions of the annunciators.

Hence, it is administrative and proposed to allow relocation which is currently constrained by the current Technical Specification's level of detail.

3. The operation of Pilgrim Station in accordance with the proposed amendment will not involve a significant reduction in the margin of safety.

The equipment being relocated is non-safety related and its relocation does not impact the margin of safety. This relocation is proposed to enhance the operator's ability to identify and analyze abnormal events.

This proposed change has been reviewed and recommended for approval by the Operations Review Committee and reviewed by the Nuclear Safety Review and Audit Committee Schedule of Chanae Plant modifications associated with this change will be performed in RFO #10 (April 1905). We request this amendment be effective prior to plant startup from RFO #10.
