Dear Mr. Chilk:

l Entergy Operations, Inc. has reviewed the petition for rule ma'(ing submitted by Ohio Citizens fbr Responsible Energy as described in Federal Register notice (59 Fed. Reg. 30308, June 13,1994). The petition requests the NRC to amend its regulations. providing public access to documents maintained by licensees but not submitted to the NRC. Entergy ( perations supports public access to information concerning NRC licensees in accordance with existing l statutes and regulations; however, we believe the petition is seriously flawed. It would require l disclosure of an unreasonably broad range oflicensee documents; exceeds the NRC's statutory authority; is unwarranted by any legitimate NRC regulatory interest: is inappropriate as a matter of public policy; and imposes an excessive burden on licensees. For these reasons, Entergy Operations requests that the NRC deny the petition in its entirety.

The Nuclear Energy Institute has prepared detailed comments in response to the subject petition and Entergy Operations strongly supports the positions conveyed therein.
