DOCKET NO. 50-263 PROPOSED GANGES 'ID OPERAIDR REQUALIFICATION PROGRAM OF PROVISIONAL OPERATING LICENSE NO. DPR-22 On page one references to the Prairie Island Facility were deleted so as to establish a separate and di'stinct Operator Requalification Program for the hbnticello Facility. In addition it is stated that a simulator meeting the' requirements of paragraph 3.e, Appendix A, of 10CFR Part 55 will be utilized to satisfy the reactivity control manipulation requirements.
On page two it is stated that the annual exam will consist of two parts.
A two part examination is less tedious to the examinee and provides a unified approach towards self-study. The two parts will be given sequentially to each shift as they are released for training thus a particular shift will complete the entire examination within several weeks of scheduled training.
In addition, it is further noted on page two that a simulator will be utilized to meet the reactivity control manipulation requirements.
On page three it is stated that training personnel are exempt from examinations for which they are the primary administrator. This exemption facilitates the examination preparation, administration and grading when. licensed personnel are involved in the training process.
On page four it is stated that manual control of turbine load is a means of changing reactor power and the specific mention of an EHC type system has been deleted.
Page five was changed to delete the remarks concerning completion of reactivity
, mani ? ulations at the facility since, as previously stated, an approved simulator l may :>e used to fulfill the requirements.
l Page six was unchanged.

e OPERATOR REqJALIF1 'ATION PROGPAM FONTICELLO NUCLEAR GENERATING PLANT NORTHERN STATES POWER COMPANY
- 1. General The Northern States Power Company operator requalification program at the hbnticello Nuclear Generating Plant is fomulated to meet the requirements established by 10CFR55 Appendix A.
The requalification program will be established, maintained and controlled by knowledgeable personnel assigned to the respective plant organization.
It will include preplanned lectures and sminars and may be supplemented by the selective use of films, videotapes and individual study materials.
The use of films, videotapes and individual study materials will be limit-ed to less than one-half of the requalification lecture program. The pre-pl mned lectures and seminars will nomally be presented or directed by a me?er of the plant staff or a designated qualified member of the group that is Iceiving the training. Simulator training will be used to supplement the troining of the plant operators and it is intended that the requirements of the requalification program relating to reactivity control manipulations will be satisfied at the facility or at a simulator meeting the requirements of Paragraph 3.e, Appendix A, of 10CFR Part 55.
The fundamental approach to the retraining of all licensed personnel at the plant is to conduct retraining lectures and sminars for individual shift gmups. Each group includes a senior licensed Shift Supervisor and licensed control room operators.
At bbnticello the duration of a nomal shift cycle is approximately four weeks long. During this period each operating shift is assigned to off-the-job retraining for three or four days. This is accomplished by having the relief shift take over the normal operating duties for the scheduled day shift operators.
With this approach to retraining, similar preplanned lectures are presented four or five times over the period of the shift cycles. Since the preplanned lectures are presented during nomal working hours on weekdays, the retraining program provides ample flexibility for nonoperating licensed personnel to attend required lectures. Individual operators who miss an assigned lecture for one reason or another or individual operators who need additional attention can be rescheduled to attend specific lectures on a timely basis without affecting the established sequence of training.
Seminars, which include on-the-job and off-the-job discussions and simulation of emergency and abnomal conditions, will be used to satisfy some of the requirments of the requalification program. They will be controlled to sat-isfy the established conditions and requirements of a lesson plan or training guide. Each of these activities will be conducted four or five times during each retraining cycle giving all operating and non-operating licensed personnel ample opportunity to participate in the activities which may be required for them.

j i
The estauished schedule, which includes three or more periods of retrain-ing per shift cycle during the retraining months, provides an appropriate
]
means of keeping operating personnel knowledgeable of current happenings and developments and provides them an opportunity to discuss these develop-ments with knowledgeab te staff personnel on a timely basis.
If changes in the following paragraphs of the program are proposed which t w uld decrease the scope, time allotted for the program or frequency in
. conducting different parts of the program, they will be mad, in a manner consistent with the approval of requirenents of 10CFR50.54(i,(1).
- 2. Scope of the Requalification Program A. General i A two-part written examination will be completed annually by each licensed operator and senior operator to detemine the areas in j
which retraining lectures are required to maintain the required levels I of knowledge. Based on the results of the examination, a preplanned lecture series will be developed and conducted to meet the minimun ,
durations established in Section 2.C.
- Seminars will be held on or off shift for operating personnel to supplement the retraining received during the preplanned lecture i series. The seminars will be conducted to meet the minimum durations established in Section 2-D.
On-the-job evaluations for all licensed personnel in the form of drill sessions or oral examinations will be conducted. Each licensed person will receive a minimum of 4-hours of on-the-job evaluation each year.
Reactivity control manipulations will be scheduled at the facility or a suitable simulator to provide each licensed operator and senior operator with a minimum of 10 control manipulations during each tem of his license. Senior operators may either manipulate the controls 3 directly or direct the activities of individuals perfoming the control manipulations.
B. Examinations An annual two-part examination will be administered to each licensed operator and senior operator to provide a basis for determining the content of the preplanned lecture series for the subsequent retraining year. The examination will include the following subjects:
