1. Introduction and Description of PronoseJ Channes A. Introduction Seabrook Station Technical Specification Surveillance Requirement 4.6.1.2 provides the schedule by which primary containment leak rates are to be demonstrated. Surveillance Requirement 4.6.1.2.a specifically requires that three Type A Integrated Conteinment Leak Rate Tests be conducted at 401 10 month intervals during shutdown during each 10 year service period. Thia Surveillance Requirement also states that the third Type A test of each set shall be conducted during the shutdown for the 10 year plant inservice inspection.

License Amendment Request 91-07 proposes to change Technical Specification Surveillt.nce Requirement 4.6.1.2.a to maintain a Type A Integrated Containment Leak Rate testing schedule of 401 10 month intervals, but eliminate the requirement to perform three Type A tests in each 10 year service period. This amendment request also proposes to decouple cach third Type A test in a 10 year service period from the 10 year plant inservice inspection shutdown. In accordance with the ASME Code [lWA 2400(b)}, the 10 year plant inservice inspection period starts when commercial service begins, Seabrook Station's first '

and second Type A Integrated Ccntainment Leak Rate Tests were conducted in March 1986 and November 1989, respectively. These tests were performed in anticipation of receipt of 1 the zero power and full power operating licenses, respectively. Both of these tests _were I performed prior to commercial service, which occurred in August 1990. In order to maintain the 40 10 month interval requirements, Seabrook Station's third Type A Integrated Containment Leak Rate Test will be performed during the second refueling outage, which is scheduled to begin in September 1992. Due to the delay in receiving the full power operating license this third test will not coincide with the 10-year plant inservice inspection shutdown, which is scheduled for the 1999 2000 refueling outage. This will be inconsistent with the current Technical Specification surveillance requirement which does not distinguish between pre operational and periodic Type A tests. The proposed-license amendment will continue to ensure that the overall integrated containment leakage rate is maintained within Technical Specification limits, therefore, no adverse safety consequences are introduced.

Similar license amendments have been granted by the NRC to the Southern California Edison Company, for San Onofre Nuclear Generating Station, . Unit . Numbers'2 and 3.

B, Description of Proposed Changes License Amendment Request 91-07 proposes to change Technical Specification Surv_cillance Requirement 4,61.2.a to maintain the existing Type A testing interval of 40.*

' "Three Type A tests - (Overall Integrated - Containment Leakage Rate) 4 hall be conducted at 401 _ 10 month-intervals during shutdown' at a pressure not less 'than P., 49.6 ' psig, during each 10 year' service period. - The third test of each set shall be conducted during- the shutdown for the 10-year plant inservice inspection,"

License Amendment Request 9107 proposes to delete the reference to *Three" Type A tests and 'during each 10-year service period."- The last sentence of this surveillance, which states -

that the third test of each set shall be conducted during the shutdown for the 10-year plant "

inservice inspection, will also be deleted. With the aforementioned- changes, the revised Technical Specification Surveillance 4.6.1.2.a will ensure that Type A Integrated Containment Leak Rate Tests will be conducted at 401 10 month intervals during shutdown at a pressure not less than P., 49.6 psig. License Amendment Request 9107 does not change any other _

containment testing or surveillance requirements.
