INTRODUCTION AND SAFETY ASSESSMENT OF PROPOSED CilANGES A.
Introduction License Amendment Request (LAR) 98-10 proposes an administrative change to the Seabrook Station Technical Specifications (TS) to incorporate the administrative controls of new Specification 3.0.5, currently approved for use in NUREG-1431," Standard Technical Specifications - Westinghouse Plants,"
(as modified by approved Technical Specification Task Force (TSTF) generic change Traveler TSTF-165), to provide an exception to Specifications 3.0.1 and 3.0.2 to allow the performance of required testing to demonstrate the operability of the equipment being returned to service or the operability of other equipment.

Safety Assessment of Proposed Changes Specification 3.0.1 states:
Compliance with the Limiting Conditions for Operation contained in the succeeding specifications is required during the OPERATIONAL MODES or other conditions specified therein; except that upon failure to meet the Limiting Conditions for Operation, the associated ACTION requirements shall be met.
Specification 3.0.2 states:
i Noncompliance with a specification shall exist when the requirements of the Limiting Condition for Operation and associated ACTION requirements are not met within the specified time intervals. If the Limiting Condition for Operation is restored prior to expiration of the specified time intervals, completion of the ACTION requirements is not required.
Compliance with the above specifications does not provide adequate operational flexibility during situations when equipment declared inoperable and placed in a specified condition required by ACTION requirements must be returned to service in order to perform post-maintenance testing / surveillance activities to demonstrate its OPERABILITY or the OPERABILITY of other equipment being returned to service.
An example of demonstrating the OPERABILITY of the equipment being returned to service is reopening a containment isolation valve that has been closed to comply with required ACTIONS and must be reopened to perform the required testmg.

i An example of demonstrating the OPERABILITY of other equipment is taking an inoperable channel or j
trip system out' of the tripped condition to prevent the trip function from occurring during the l
performance of required testing on another channel in the other trip system. A similar example of demonstrating the OPERABILITY of other equipment is taking an inoperable channel or trip system out of the tripped condition to permit the logic to function and indicate the appropriate response during the performance of required testing on another channel in the same trip system.

Specification 3.0.5 was incorporated in NUREG-1431, " Standard Technical Specifications

change Traveler TSTF-165), to address these, and other similar situations, that conflict with the I
requirements of the ACTIONS when equipment is returned to service. Specification 3.0.5 provides the administrative controls to ensure the time the equipment is returned to service in conflict with the requirements of the ACTIONS is limited to the time absolutely necessary to perform the required testing.

Specification 3.0.5 does not provide time to perform any other preventative or corrective maintenance.
l A qualitative risk assessment associated with returning components to service for post-maintenance testing was performed and concluded that the configurations allowed by Specification 3.0.5 have a negligible effect on the Seabrook Station risk profile. The effects are negligible for the following reasons:
- 1. The configurations allowed by Specification 3.0.5 are the " normal" alignments for these components and, thus, are included in the baseline risk profile.
l The components involved will have either completed calibration or maintenance, and can reasonably be expected to be able to perform their required safety function.
l
- 3. The components involved will have already demonstrated the ability to be placed in their respective
" trip" or " safe" position.
l 4.
The duration involved while invoking Specification 3.0.5 is relatively short. At the end of the j
duration, the components will either be fully OPERABLE or will have been returned to their " safe" configuration.
- 5. These configurations (i.e., the need to invoke Specification 3.0.5) are infrequent and temporary in nature.
Inchision of Specification 3.0.5 into the Seabrook Station Technical Specifications will provide operational flexibility wit!, the restrictive compliance requirements of the other Applicability Specifications (3.0.1 and 3.0.2) and allow the performance of post-maintenance / surveillance activities to facilitate returning equipment to service or to allow other equipment to be tested. Therefore, inclusion of Specification 3.0.5 into the Seabrook Station Technical Specifications enhances plant safety by minimizing the potential for plant trip and/or transients.
Specifications 3.0.1 and 3.0.2 are also be revised to reflect the exception provided in Specification 3.0.5.
