A. SITE

1. Location The Saxton site is a 1.148 acre tract of land which was deeded from the Pennsylvania Electric Company to the Saxton Nuclear Experimental Corporat ion and is located within the propert y of t he Pennsylvania Electric Company near t he liorough of Saxt on, Pennsylvania, in Liberty Township, Bedf ord County, Pennsylvania.

The Pennsylvania Elect ric company property consists of approximately 150 acres aleng the Raystown Branch of t he Juniata River.

2 Exclusion Areas (Fleure 11 i The exclusion area shall consist of:

An area wJthin *.he Saxton Nuclear Ex p rimental Corporation property which is enclosed within a fence and contains the Containment Vessel.

3. Principal Act ivit ios The principal activities carried on within the Pennsylvania Electric Company property are the headquarters for personnel associated with maint aining electric power dist ribution equipment i and the transmission of electric power by the Pennsylvania Electric Company. The only activity carried on within the Exclusion Area shall be routine and emergency inspections and maintenance associated with the possession of the Saxton Reactor Facility.

B. ADMIN ISTRATIVE AND PROCEDliRAL S AFEGl' ARDS

2. Cont rols
a. Except for authorized entry, the gate to the Exclusion Area surrounding t he Containment Vessel shall be maintained locked, the Containment Vessel access door t. hall be maint ained locked and shall be equipped with an inttusion alatm, the grating .

cover over the Auxillary Compartment stairwell in the Containment Vessel shall be maintained locked, and the Rod Room door shalI be maint ained locked,

b. Employees of the Pennsylvania Electric Company's Line Department headquartered on the Penelee property shall report to the SNEC General Manager or his designat ed r ept esent at Ive any observed indication of change in the facility status as shown by smoke, fire, to rn a d o , flood, or attempted break-in and take any immediate action authorized.
3. R e c o r d,s, In addition to the records required by applicable NRC regulations, i

, including Section 20.401 of 10 CFR Part 20, SNEC shall keep the following:

a. Records of inspection of the deconnissioned facility including the result s of surveys of radioact!vit y levels and i.s-f ound and as-left condit lons of tha facility.
b. Records of entries into the Containment Vessel and reason for i entry.
c. Dates of quarterly inspections and evaluat ion of t he results,
d. Records showing radioactivity released or discharged into the air or water beyond the effective control of SNEC as measured at or prior t o t he point of such release or dlu harge.
e. Records of design changes and maintenance netessary to maintain the decommi ss ioned f aci li t.y as desc ribed in t he Saxton Deconnissioning Plan and Saf et y Analysis heport as revised by SNEC let.ter dated May 31, 1974 4, Porlodic I n s t.ec t i on e,
a. A definite inspection schedule shall be est ablished for the facility that will be periorned by personnel knowl.edgeable la l

d. All radiation surveys, tests, count ing wor k , and radiat ion exposure control measures shall be performed in accerdance with writ t en inst t uc t iona and procedures t hat c on f orni wi t h t he requiremente of the "Saxton Nuc lear Facility Radiat ion Protection Plan " F a c .i ! i t 3 luspections, access centrol, and emergency actions shall be in accordance with written proceduct s.

5 Roport c In addition to those reports required by applitable NRC ,,,

regulations, SNEL shall submit the following:

a. A report of any occurrence of a possible unsafe condition relating to the f acilit y or to 'he public. For each occurrence, SNEC shall promptly, within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of discovery, notify by telephone or telegraph the Administrator of Region 1, or designee, and the NRC operations Center, and shall submit a written follow-up re port to the Document Cont rol Desk and t he Administ rator of Region 1 wit hin 15 days, which describes the circumstances and t.he corrective act ion t aken.

b. An annual report shall be submitted to the Document control Desk and the Administrator of Region 1, within 6 months after 2

the end of the calendar year, of the st atus of t he deact ivated facility including:

(1) Information relating to changes in those stalf positions that are designated as_being responsible for the deactivated facility, l 1

TS D.5.a. has been revised to include a written follow up report to the Administrator nf Region I in addition to the Document Control Desk.

Question No. 2:

Please amend TS B.5.b. to replace the Director, Office of Nuclear Reactor Regulation with the Document Control Desk and a copy to the Administrator of Region I.

Response No. 2:

TS B.5.b. has been revised to replace the Director, Division of Reactor Licensing with the Document Control Desk and Administrator of Region 1. This

change also addresses the initially proposed Director, Office of Nuclear Reactor Regulation.

Ouestion No. 3:

i In TS B.2.b. you have removed fire from the list of indicators of change of l facility status that require immediate action. This change was not discussed l in your submittal. Please explain and justify this change.

TS B.2.b. has been revised to include the term " fire" in the referenced list of indicators that require immediate action.

Ques t inn No. 4:

In-TS A.3 you replaced the words "shall be" with "are" in relation to activities carried on within the Exclusion Area. The words "shall be" indicate a requirement when used in TS. This change was not discussed in your submittal. Please justify this change, please note that as the TS is currently written, it may be Interpreted that charterization of radioactive material in the Exclusion Area is not routine and emergency inspectlens and uaintenance.

Our response to your. question 9 concerning the release or debris from the site should be consistent with the release c~1teria stated in the SNEC Radiatton Protection Plan for unrest ricted release of materials and equipment. Our response to_ question _9 should reflect an alpha release limit of "<300 dpm/100 cm' for total (fixed and smearable) alpha contaminatlon."
