REVISION TO REQUEST FOR AMENDMENT EMERGENCY DIESEL GENERATOR BURVEILLANCE CHANGES FACILITY OPERATING LICENSE NPF-57 HOPE CREEK GENERATING STATION DOCKET NO. 50-354 ,

The purpose of this letter is to modify Public Service Electric and Gas Company's (PSE&G's) request for license amendment for the Hope Creek Generating Station, dated August 5, 1994 (NLR-N94127).

The original amendment request would have, in part, permitted the diesel generator hot restart test to be performed within 5 minutes of a minimum of one hour of operation at full load. The present Technical Specifications require the hot restart test to be performed within five minutes of the diesel generator 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> endurance run. PSE&G hereby amends the proposed change to require a minimum two hour run at full load prior to performing the diesel generator hot restart test.

PSE&G is also making editorial modifications of the proposed changes to Technical Specifications 3.8.1.1, ACTION statements (b.) and (c.), and to Surveillance Requirement 4.8.1.1.2.h.8 in order to clarify the new requirements. These changes were discussed with Dave Moran and Om Chopra during teleconferences held on November 1 and 2, 1994.

The above changes do not change nor modify any of the conclusions-stated in the Significant Hazards Consideration Evaluations previously submitted for License Change Requests (LCRs) 94-10 and 94-13. However, the above modifications did result in changes to the marked-up Technical Specification pages previously transmitted via the August 5, 1994, submittal. Attachment 1 of this letter contains the revised marked-up Technical Specification pages which provide the above changes.

Finally, PSE&G is revising Attachment 3 of the August 5, 1994, submittal to reflect the above changes. The revised page is contained in Attachment 2 of this letter.
