Prior to the recent BVPS Unit 1 RI 5 Refueling Outage, FENOC submitted several relief requests (References 1, 2 and 3) that proposed alternatives to the requirements of ASME Section XI. These requests were submitted in the event that these alternative methods would be necessary if the R15 reactor pressure vessel (RPV) head penetration inspections identified the need to perform repairs.

FENOC subsequently submitted Relief Request BV3-RV-04 (Reference 4) to request the use of an alternative repair method utilizing the embedded flaw technique at BVPS. The NRC granted this request and this method was used to repair flaws on the outside diameter of the BVPS Unit I control rod drive mechanisms during lRI 5. Relief Request BV3-RV-04 superceded the request submitted in Reference 1, therefore Relief Request BV3-RV-01 is no longer needed.

Beaver Valley Power Station, Unit No. 1 and No. 2 Withdrawal of Relief Requests L-03-097 Page 2 Additionally, the alternative methods that were proposed in References 2 and 3 were not necessary. Therefore, Relief Request BV3-RV-02 and Relief Request BV3-RV-03 are not needed at this time.

Based on the information provided above, FENOC wishes to withdraw Relief Requests BV3-RV-01, BV3-RV-02, and BV3-RV-03 that were submitted by References 1, 2 and 3, respectively.
