Palo Verde Nuclear Generating Station (PVNGS)

Units: 1, 2, 3 Dockets: STN 50-528, 50-529, 50-530 and 72-44 Licenses: NPF-41, NPF-51, NPF-74 Submittal of PVNGS Physical Security Plan, Amendment 48 Pursuant to 50.54(p)(2), Arizona Public Service Company (APS) hereby submits Amendment 48 to the PVNGS Physical Security Plan (hereafter Plan).

The enhancements implemented in this amendment include: designating each page of the Plan as Safeguards information, elimination of the separate Independent Spent Fuel Storage Facility (ISFSI) access authorization list, implementation of NEI 03-01 guidance in lieu of Regulatory Guide 5.66 requirements, and implementation of vendor recommended testing frequencies for certain personnel search equipment.

APS has evaluated the Plan changes in accordance with 10 CFR 50.54(p)(2) and NRC Generic Letter 95-08 and has concluded the amendment does not result in a decrease in the effectiveness of the Plan. The safeguards effectiveness evaluations for each of the Plan changes is available for NRC review upon request. (safeguards) contains a summary of the individual changes and the composite Plan has been provided in Enclosure 2 (safeguards). Accordingly, this submittal is being controlled in accordance with 10 CFR 73.21.

The signed original and three copies of the Plan amendment are being submitted to the Document Control Desk and two additional copies are being forwarded to the Regional Administrator, NRC Region IV. No commitments are made to the NRC in this submittal.
