CORRECTION LETTER TO ISSUANCE OF AMENDMENTS - LASALLE COUNTY STATION, UNITS 1 AND 2 (TAC NOS. MC1293 AND MC1294); DRESDEN NUCLEAR POWER STATION, UNITS 2 AND 3 (TAC NOS. MC1291 AND MC1292); QUAD CITIES NUCLEAR POWER STATION, UNITS 1 AND 2 (TAC NOS. MC1295 AND MC1296)

Dear Mr. Crane:

By letter dated October 4, 2004 (ADAMS accession # ML042320401), the U.S. Nuclear Regulatory Commission issued Amendment No. 167 to Facility Operating License No. NPF-11 and Amendment No. 153 to Facility Operating License No. NPF-18 for the LaSalle County Station, Units 1 and 2; Amendment No. 209 to Facility Operating License No. DPR-19 and Amendment No. 201 to Facility Operating License No. DPR-25 for Dresden, Units 2 and 3; and Amendment No. 221 to Facility Operating License No. DPR-29 and Amendment No. 216 to Facility Operating License No. DPR-30 for the Quad Cities Nuclear Power Station, Units 1 and 2, respectively. The amendments, which were in response to your application dated November 3, 2003 (ADAMS Accession # ML033180448), revised Technical Specification 3.4.1, Recirculation Loops Operating, by adding a limiting condition for operation requirement that the linear heat generation rate (LHGR) limits shall be modified for single recirculation loop operation as specified in the Core Operating Limits Report. (Note: Public access to ADAMS has been temporarily suspended so that security reviews of publicly available documents may be performed and potentially sensitive information removed. Please check the NRC Web site for updated on the resumption of ADAMS access.)

Your staff has subsequently informed us of technical inaccuracies within the safety evaluation supporting the above amendments. Sections 4.1 and 4.2.2 of the staffs safety evaluation refer to the applicable power level for power distribution limits and the power level that the reactor must be reduced to if the new LHGR limit is not met. While our safety evaluation referred to a

C. Crane power level of 24 percent, your staff correctly pointed out that the applicable power level is actually 25 percent as documented in the technical specifications for the above facilities.

Therefore, please accept this letter as a correction to the staffs safety evaluation.
