Survey Unit #(s) PPH- 102 I I 1) Embedded Pipe (EP) Survey Unit PPH-102 meets the definition of II embedded pipe for Plum Brook Reactor Facility (PBRF). I I

2) EP PPH-102 is a Class 1, Group 1 survey unit as per the PBRF Find Status Survey Plan (FSSP) and Technical Basis Document (TBD)-06-004.
3) Surveys in EP PPH-102 were performed using a scintillation detector optimized to measure beta energies 285 keV (IS0 7503-1 Table3, Tc99). This energy is lower than the beta energy for C060 (96 keV, IS0 7503-1 Table 3),

assuring the nuclide of concern for DCGL is assessed during data acquisition.

4) Survey Instructions for this survey unit are incorporated into and performed in accordance with (IAW) the Babcock Services Incorporated (BSI)/LVS-003, Description Work Execution Package (WEP)05-006. Survey instructions described in this document constitute "Special Methods" and the survey design used in the acquisition of survey measurements.
5) Instrument efficiency determinations are developed in accordance with the BSIILVS-003, WEP 05-006, these determinations are appropriate for the types of radiation involved and the media being surveyed.

FSS Design # EP PPH-102 Revision # Original Page 2 of 4 Survey Unit: PPH-102 1.0 History/Description 1.1 The subject pipe is the 24 secondary cooling return line for the PCW system. The function of this piping was to convey water to the heat exchangers in PPH Room 4 from the RB-15 level.

1.2 EP PPH-102 consists of 24 diameter piping that is approximately 28 feet in length.

2.0 Survey Design Information 2.1 EP PPH-102 was surveyed IAW Procedure #BSI/LVS-003.

2.2 19 feet of the 24 pipe was accessible for survey. The inaccessible piping includes a 6 foot section of elbow and the three feet of piping between the 0 elevation and the -3 elevation in the PPH Room 4. The 6 elbow is inaccessible to the pipecrawler. The 3 in PPH Room 4 is released to the structural DCGL and will not be grouted. The survey for this piping will be accomplished as part of the structural release survey in PPH Room 4.

2.3 100% of the accessible piping was scanned.

2.4 Eight survey locations were selected by a random number generator for static measurements. Four of these locations were in the inaccessible elbow. At each accessible location four static measurements were acquired IAW BSI/LVS-003 for a total of 16 static measurements (Att. 1A).

2.5 The surface area for the 24 piping is 5837 cm2 for each foot of piping, corresponding to a piping surface area of 145925 cm2 (14.6 m2) for the 25 feet of embedded pipe 24 piping.

3.0 Survey Unit Measurement Locations/Data 3.1 Pipe interior radiological survey forms are provided in Attachment 2 of this release record.

4.0 Survey Unit Investigations/Results 4.1 None 5.0 Data Assessment Results 5.1 Data assessment results are provided in the EP/Buried Pipe (BP) Survey Report provided in Attachment 1A & 1B.

5.2 This survey unit was assessed for compliance with the release criterion attributing all activity derived dose as a 100% Co60 nuclide distribution.

This is the most conservative DCGL for the facility.

5.3 All scan measurement results are less than the Derived Concentration Guideline Level (DCGL) for radionuclide specific EP that corresponds to the 1 mrem/yr dose goal established in Table 3-3 of the FSSP.

FSS Design # EP PPH-102 Revision # Original Page 3 of 4 Survey Unit: PPH-102 5.4 Scan measurements require a 90 second scan time to survey each section of accessible 24piping at < 1inch/second. The documented gross cpm measurement for each scan is the highest, instantaneous, cpm count rate observed during the 90 second scan. The derived activity from these scan measurements is the most conservative quantity for that section of assessed piping. This conservatism is replicated when determining compliance with the DCGL release criterion. (BSI/LVS 003, WEP 05-000-6).

5.5 All static measurement results are less than the Derived Concentration Guideline Level (DCGL) for radionuclide specific EP that corresponds to the 1 mrem/yr dose goal established in Table 3-3 of the FSSP.

5.6 When implementing the Unity Rule, provided in Section 3.6.3 of the FSSP, the survey unit that is constituted by EP PPH-102 passes FSS.

5.7 Background was not subtracted from the survey measurements and the Elevated Measurement Comparison (EMC) was not employed for this survey unit.

5.8 Based upon the results of the final survey measurements it is reasonable to conclude that the final survey of the accessible portion of this pipe system is appropriate to demonstrate the radiological condition of the entire pipe.

Survey Unit EP PPH-102 demonstrates compliance with the DCGL values, as presented in Sections 3.3, 7.5 and Attachment C of the PBRF FSSP.

FSS Design # EP PPH-102 Revision # Original Page 4 of 4 Survey Unit: PPH-102 6.0 Documentation of evaluations pertaining to compliance with the unrestricted use limit of 25 mrem/yr and dose contributions from Embedded Pipe and radionuclides contributing 10% in aggregate of the total dose for both structural scenarios and soils.

6.1 A review of the survey results has shown that the dose contribution for EP PPH-102 to be less than 1 mrem/yr. The dose contribution is estimated to be 0.023 mrem/yr based on the average of the actual gross counts measured.
